Las Vegas - August 20, 1951 Hr* l«t A* Whitfl Referring to your letter of August 17 - file HD 19-X-2 W«p* 667* our franchise from the City provides the City shell install necessary fire protection* In this instance City requested several tees be installed so that future fire hydrants could be installed as needed* In addition the City furnished one hydrant to be installed at this time* The tfeee become a part of our line and we capitalise the cost of material and labor as a donation* However, the fire hydrant remains the property of the City and, in our opinion, we should not capitalise the cost of labor installing which is recollcotible from the City* w* h * Johnson
