J. 1097•" On the basis of the legislative history of the Water District Act and upon generally accepted principles of statutory construction we believe that a court would hold that the District has no power to condemn a water system owned, operated or controlled by any incorporated city and that the only way the District may acquire such a water system is by a voluntary agreement with the city.
