J effers: Referring to attacked telegram: When the 1829 budget item fo r additional 24 inch oast iron pipe m s being prepared, i t was known that there would be a considerable unexpended balance, approximately #10,000, on the 1928 item, which covered construction of 2,800,000 gallon capacity reservoir, and 500 f t . 34-inoh cast iron pipe. For that reason the 1200 f t . additional pipe was not included in the 1929 budget item. much as possible. Possibly good judgment was not used in so handling. The reason there was a heavy unexpended balance in 1928 was due to the favorable bid received on the reservoir construction. The idea was to hold down the la tte r as F. H. Knickerbocker
