    PUBLIC HEARING - Assessment District #100-7 CITY OWNED LAND - L.A. Highway LIQUOR APPLICATION Floyd J. Cope GAMING APPLICATION ORDINANCE NO. 411 Water NOTICE IS HEREBY GIVEN: That the Board of Commissioners of the City of Las Vegas, and the Ex-Officio City Assessor of the City of Las Vegas, will meet in the Council Room of the City Hall, at Fifth Street and Stewart Avenue, Las Vegas, Nevada, on the 25th day of April 1950, at the hour of 3:00 P. M. to review said assessment, at which time and place opportunity will be given all persons interested to be heard. His Honor then asked if there were any present who wished to object, protest or suggest changes on this assessment district. Several property owners requested information on how much this improvement would cost them individually. His Honor gave them this information. City Engineer W. C. Anderson explained why this assessment district was so much more expensive than the sewer installation in Boulder Dam Homesite Addition. His Honor read two letters protesting this improvement. One was from Mr. John Cost, owner of five lots in this district, and the other from Mr. W. W. Sackett, property owner. After considerable discussion was held Commissioner Moore moved that Assessment Roll #7-1950 be approved and proceedings commenced for the installation of this improvement. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Bunker, Moore, Peccole, Whipple and His Honor voting aye; noes, none. This being the time set for hearing on Assessment District No. 100-7 Street lighting improvement on South Main Street, His Honor read the following Notice: NOTICE SPECIAL ASSESSMENT DISTRICT NO. 100-7 NOTICE IS HEREBY GIVEN that the Board of Commissioners of the City of Las Vegas, hereby declares its determination to install complete street lighting facilities with steel standards and single overhead wire on series lighting system in, over, and along South Main Street from the intersection of 5th Street and Main Street to the intersection of Carson Street and Main Street. The cost and expense of making the improvements described in the fore­going paragraph shall be paid by special assessment to be made according to the frontage, against the owners and upon the taxable lots and premises embraced within the special assessment district as created by Ordinance No. 409. Diagrams and estimates of cost are on file in the Office of the City Clerk. The Board has set Tuesday the 25th day of April, 1950, at the hour of 3 :00 P.M., as the time for the hearing of suggestions and/or objections that may be made by parties in interest to the proposed improvements, said hearing to be held in the Council Chambers in the City Hail at the comer of Stewart and Fifth Streets, in the City of Las Vegas, Nevada. His Honor then asked if there were any present who wished to object to this proposed improvement. There being no protestants, Commissioner Moore moved this Assessment District #100-7 be approved and the City Attorney instructed to prepare the assessing ordinance. Motion seconded by Commissioner Peccole and carried by the following vote: Commissioners Bunker, Moore, Peccole, Whipple and His Honor voting aye; noes, none.. At this time His Honor read a letter from Bell- Realty offering $50,000.00 for the purchase of City owned land on the Los Angeles Highway. Commissioner Moore moved this request to purchase this land be denied, and the $2,000.00 deposit check returned to Mr. Bell. Motion seconded by Commissioner Peccole and carried by. the following vote: Commissioners Bunker, Moore, Peccole and Whipple voting aye; noes, none. Mayor Cragin passed his vote. Commissioner Moore moved the application of Floyd Cope, Bottle House, 827 South 5th Street for a Sealed Package (Mina.) liquor license for the second quarter of 1950 be referred to the Police Department for investigation. Motion seconded by Commissioner Peccole and carried by following vote: Commissioners Bunker, Moore, Peccole, Whipple and His Honor voting aye; noes, none. Commissioner Moore moved the application of Southern Nevada Vending Co., Jack's Coffee Shop, 422 North 5th Street for 3 slots for the second quarter of 1950 be approved. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Bunker, Moore, Peccole, Whipple and His Honor voting aye; noes, none. Commissioner Moore moved the gaming application of Floyd Cope, Bottle House, 827 South 5th Street for 3 slot machines for the second quarter of 1950 be held until the police investigation has been conducted. Motion seconded by Commissioner Peccole and carried by the following vote: Commissioners Bunker, Moore, Peccole, Whipple and His Honor voting ayes; noes, none. An ordinance entitled: AN ORDINANCE TO AMEND ORDINANCE NO. 211 OF THE CITY OF LAS VEGAS ENTITLED: “AN EMERGENCY ORDINANCE TO PROHIBIT THE WASTE OF WATER; DEFINING WASTE OF WATER; REGULATING THE USE THEREOF; LIMITING THE TIME DURING WHICH WATER MAY BE USED FOR SPRINKLING OR IRRIGATION, AND PROVIDING PENALTIES FOR THE VIOLATION OF THIS ORDINANCE, AND REPEALING ALL ORDINANCES IN CONFLICT THERE-
