Bertolacci There is attached hereto a draft of ay report on the above subject* This is submitted in accordance with the understand­ing reached when Mr. Hulsizer was out here, that a draft would be made available to management for comment and sug­gestions before typing in final form. Some parts of the draft are in rather rough for® but it is not believed necessary to retype until suggestions are available. A fairly high increase in rates is suggested, about 000 or 3 7 3$. This picks a somewhat middle course and K M i i i S i l r b y those in authority. Much ti.e coSlI be spent on the rates themselves. It is ay'»iew that as long as flat rates are the only means available, especially for conmercial services, there will always be ^||«leriti|S, discriminatory practices and unreasonable differences between rates as applied to different users of the service. In some matters, such as rate of return, no attempt was made to support the 6 selected. That can be done at the hearing. I think when the report is put in final form,with covers, its appearance will be greatly improved. It is planned to discontinue Mr. Bertolucci’s services as of June 15th unless other instructions are received.
