Supp.) concerning regulation of public utilities, to permit railroads to give free transportation or reduced rates to "contractors under a contract with such common carrier or to employees of contractors employed under such contract." Amends Sections 23 of Act of March IS, 1931 (Section 4396 N.C.L. Supp.). relating to licensing and registration of motor vehicles, by revising load restrictions per axle for vehicles on public highways to conform to standard formula of weights for such vehicles. Amends Act of March 23, 1933, as amended, relating to use of public highways by carriers, as follows: Sec. 1 amends section 3 of said Act (4437*02 N.C.L. Supp.) to provide that no exemption whatever shall be granted a private carrier if the vehicle exceeds 7,500 pounds unladened (instead of 15,000 pounds). 1
