Mr. Kennedy further reported that there will be some additional expense incurred in the installation of this improvement since there will be some tree removal and the possibility that some of the property owners fences will have to be moved. Commissioner Bunker moved that Bid No. 56.51 be awarded to Wells-Stewart in the total amount of $17,228.05 subject to the contractor entering into the contract and filing the required bonds. Motion seconded by Commissioner Fountain and carried by the following vote: Commissioners Bunker, Fountain, Whipple and His Honor voting aye; noes, none. Absent: Commissioner Sharp. City Manager Kennedy advised the Commission that the car agencies in Las Vegas has been contacted relative to entering into a contract to furnish new cars to the City on a rental basis for use by the Police Department. He reported that the present rental agency, Tanner Motors was anxious to terminate the existing agreement. Mr. Kennedy stated that only two car dealers were interested and had submitted bids. These two were Cashman and Sellman Motors. The City Manager reported that the best bid was that of Sellman Motors, being $125.00 per month per car and he outlined the proposed agreement which includes the supplying of the best four-door Dodge sedan, replacement every 12 months or 40,000 miles, ability to cancel the contract upon 45 days written notice by either party, etc. Commissioner Fountain moved the proposal of Sellman Motors to furnish the City will Police Cars on a rental basis be approved subject to the approval of the City Attorney and City Manager of the proposed Contract. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Bunker, Fountain, Whipple and His Honor voting aye; noes, none. Absent: Commissioner Sharp. The City Manager requested permission for the City to make an investigation of the claim of Anne N. Powell that her property was damaged by drainage from the Sewage Disposal Plant. Permission was granted. At this time the City Manager advised the Commission that in certain departments of the City that number of employees could be decreased without hindering the operation of the department. He indicated that twelve positions in Engineering Department could be abolished. The Commission was further advised that there would be other departments that could be cut back so far as positions are concerned, which would make for an overall saving. It was decided that the City Manager should have a resolution prepared to accomplish whatever reduction in positions or personnel he recommends, to be presented to the Board at the next regular meeting. City Manager Kennedy presented the request of Dr. Lazar for permission to use the portion of the Southern Nevada Memorial Hospital annex that has been condemned by the City, until his quarters are ready. Commissioner Fountain moved this request be denied. Motion seconded by Commissioner Bunker and carried by the following vote: Commissioners Bunker, Fountain, Whipple and His Honor voting aye; noes, none. Absent: Commissioner Sharp. Commissioner Fountain moved the application of W. P. Moorefield for a license for 8 slot machines at Winzy's, 506 Fremont be approved. Motion seconded by Commissioner Bunker and carried by the following vote: Commissioners Bunker, Fountain, Whipple and His Honor voting aye; noes, None. Absent: Commissioner Sharp. Commissioner Fountain, member of the committee for investigation and recommendation on the parking lot proposals, requested additional time before reporting. City Manager Kennedy advised the Commission that the Palm Funeral Home at this time owes the City for cemetery lots and services at the Woodlawn Cemetery for the months of June through September. Mr. Kennedy further reported that Palm Funeral Home had requested permission to pay on a ninety day instead of thirty day basis. The Commission authorized the City Manager to notify Palm Funeral Home that they would have to bring their account up to date immediately, and that payments would remain on the thirty day basis.
