Cory " " I enclose herewith two memoranda which I received through the mail without any letter and which have a long-hand signature "Allen” at the bottom thereof, one of these memorandum being addressed to the Company and one "For the Consumption of the People". I do not know the reason for these memoranda other than that they may have been the basis for a newspaper release by Mr. Allen as I assume they came from the office of the Public Service Commission.
