Alien October 16* 1952 the Reedy Nix Concrete Company from September 1, 1951* to December 1, 1952* the difference In the amount which they have paid during that period and the rate as shown on First Revised Sheet PSCN No. 8 We will have no right to refund down to the basis of the rate established December 1, 1952, In the prior period thereto, unless the Commission makes a formal order that the rates on water for "Concrete or Cement Work" set forth in the tariffs of the Las Vegas Land and Water Co. were unreasonable during the period September 1, 1951» to December 1, 1952, to the extent they exceeded the rates set forth in Rate No. 17 in First Revised Sheet PSCN No. S effective December 1 1952.
