Deer Sir,- I received your message of the 26th instant, copy of which was sent to Mr. Lovett, referring to the pipe line at Las Vegas. I note that inasmuch as the Administration allowance for maintenance has already been exceeded that iifc will probably expect us to stand the entire cost of the improvement, although it would be chargeable to operating expense. Mr. Lovett is not in the city today end therefore I will be unable to wire you approval until I hear from him.
