S.~ I presume you are advised that taking effect, I think it is , early in August, a ll privately owned docks w ill be under the control ©f the State Railroad Gomissioners, and while it M&m* to be understood that the Railroad Commissioners w ill have no jurisdiction over municipally owned docks, it is possible, i f it is pointed out to the® that there is a discrimination against privately owned docks, that they nay take radical action. This has been privately intimated to us.
