    s Buie 7. Failure o f applicant to m ake cash deposit. W hen an applicant w ho has been given w ater service upon his application th erefor w ith the understanding that he is to make a cash deposit, fails to m ake such deposit w ithin fifteen days a fter his application fo r service, the Departm ent w ill discontinue the supply until the required deposit has been made. The sign­ing o f the ap p lication fo r w ater supply and the agreem ent to make a cash deposit w ill be taken as recognition o f the applicant that due notice has been given. Buie 8. Cash deposit; required i f consum er fails to pay bills. W hen a consumer w ho has in itially estab­lished his credit b y show ing that he is the owner o f the premises supplied or o f other im proved realty w ithin the C ity and C ounty in w hich service is j given, or b y prom ptly paying all his bills fo r tw elve j months, later fails to pay any bills, the Departm ent w ill discontinue supply upon due n otice and refuse to furnish further service until the outstanding bills are paid; and w ill also require as a guarantee fo r the paym ent o f future bills a regulation cash deposit, i B uie 9. F orm er consumers ow ing bills m ust pay be- | J, fore new application w ill b e recognized. W hen an application fo r w ater service is made b y a form er consumer w ho has failed to pay all bills fo r service previously rendered, the Departm ent w ill refuse to furnish service to such applicant until the outstand­ing bills are p a id ; and also require as a guarantee fo r the paym ent o f future bills a regulation cash deposit. Buie 10. W ater used w ithout regulation application being made. A person or firm taking possession o f premises and using w ater w ithout having made appli­cation to the Departm ent fo r service, shall b e held liable fo r the w ater delivered from the date o f the last recorded m eter reading. I f proper application fo r service is not made upon notification to do so b y the Departm ent and i f accum ulated bills fo r service are not paid upon presentation, the service w ill be discontinued b y the Departm ent w ithout further notice. SE CTIO N D— M E T E E B E A D IN G PEBIOD S, B IL L IN G A N D CO LLEC TIO N B uie 1. B illing periods and proportionate bills. U nder ordinary conditions m eters w ill be read m onthly on approxim ately the same day o f the m onth and a bill issued show ing the period covered b y the m eter readings, the amount o f w ater used, and the total charge fo r the service rendered. In the event the reading period is less or more than a month, due to unusual conditions or the discontinu­ance o f supply, the m onthly service charge or other fixed m onthly charges w ill be applied as follow s: (a ) A period o f 28, 29, 30, 31 or 32 days to be con ­sidered as one month. (b ) F or a period o f less than 28 days or more than 32 days the service or other fixed charges to be based on an average month 30.5 days. (c ) A s the intent o f the Departm ent is to render only t h e 1 equivalent o f tw elve rconsecutive m onthly billings throughout the year to a con ­sumer receiving continuous service any in ac­curacy resulting from the application o f the above w ill be prom ptly adjusted upon presenta­tion o f a claim therefor. B uie 2. N on-registering meters. I f a m eter fails to register, or to properly indicate the flow o f w ater, a bill w ill be rendered on the basis o f the average o f three preceding months, during w hich period the meter m ay be assumed to have been properly fu n c­tioning. Such bills w ill be subject to adjustm ent to g ive proper consideration to the influence o f volume o f business as shown b y the consum ers’ books, sea­sonal demand, subsequent reading o f a new meter, or other factors that m ay aid in m aking an equitable adjustm ent. B uie 3. Tim es o f rendering bills. B ills fo r all m etered service w ill be rendered m onthly or upon n otice to the Departm ent that service is to be dis­continued. B ills fo r w ater service fo r construction w ork on a flat rate basis w ill be rendered at the com pletion o f the jo b ; excepting on large w ork extending over a 22 23
