I think the Child Welfare Board should be commended for the services they do and this is just one of those times, in other words, a closed book. I hope the Child Welfare Board will continue in their fine work. COMM. WHIPPLE: I thoroughly appreciate the work and hours put in by the Child Welfare Board. I think you are doing a fine job and will continue to do so. MAYOR GRAGSON: I definitely agree. JEAN BOMAN: But why should we continue if these rules are not enforced? COMM. FOUNTAIN: It is just one of those things. The hearing is over. MAYOR GRAGSON: I am going to say this and I hope that I speak for the entire Board. This Board cannot and will not permit any infractions on any licenses; on nursery licenses or any other licenses! DORIS EVANS: We appreciate the confidence four of you gave us this afternoon. Commissioner Fountain moved the order to Show Cause be dismissed. Motion seconded by Commissioner Elwell and carried by the following vote: Commissioners Elwell, Fountain, Sharp, Whipple and His Honor Mayor Gragson voting aye; noes, none. PURCHASE REQUISITION City Manager Kennedy requested approval of Purchase Requisition No. 6295 to the Remodel Two Rooms in Tobler and Oliver Construction Company for the lump sum bid in the amount of Municipal Pool Building, $3,040.31. This requisition was for the remodelling of two rooms at the Municipal One Room at Jefferson Pool Building and one room at the Jefferson Recreation Center. Mr. Kennedy explained Recreation Center this was the lowest of two bids received and was within the Engineer's estimate. APPROVED Commissioner Fountain asked what the rooms were to be used for and Mr. Kennedy stated they were to be multiple purpose rooms and could be used for craft classes, square dancing, bridge tournaments and other like activities. Commissioner Whipple moved Purchase Requisition No. 6295 to the Tobler and Oliver Construction Company for the lump sum bid in the amount of $3,04)0.31 for the remodelling of two rooms at the Municipal Pool Building and one room at the Jefferson Recreation Center be approved. Motion seconded by Commissioner Fountain and carried by the following vote: Commissioners Elwell, Fountain, Sharp, Whipple and His Honor Mayor Gragson voting aye; noes, none. OFFICER PERRY DELL Commissioner Fountain commended Perry Dell's work in this field and moved he be Authorized to Attend given authorized leave to accompany the winners of the Soap Box Derby to Akron, Soap Box Derby in Ohio, August 7 through August 20, 1959. Akron, Ohio Motion seconded by Commissioner Sharp and carried by the following vote: Commissioners Elwell, Fountain, Sharp, Whipple and His Honor Mayor Gragson voting aye; noes, none. CARSON AND OGDEN Commissioner Fountain stated that at the time Carson and Ogden were changed to TRAFFIC PATTERN one-way streets, according to the records he had been able to find, there was no petition Approved nor was there any public hearing held, and the City Manager advised the cost would be from $800.00 to $1,000.00 to change these streets back to two-way. He continued PROPOSED ORDINANCE he believed for the benefit of the downtown shopping area that the traffic moving Vehicle and Traffic on these one-way streets was too fast and that two-way traffic would slow it down. Referred to Committee Commissioner Fountain moved Carson Street and Ogden Street be changed from one-way to two-way streets from Main Street to 12th Street; this change to be made within a time limit of 15 days, and proposed an ordinance entitled: AN ORDINANCE REPEALING ORDINANCE NO. 569 AND AMENDING SECTION 4 OF ORDINANCE NO. 750 ENTITLED: "AN ORDINANCE TO AMEND CHAPTER 36, CODE OF LAS VEGAS, NEVADA, 1949, DEALING WITH THE REGULATION AND CONTROL OF VEHICLES AND TRAFFIC; BY PROVIDING FOR A BASIC SPEED LAW AND PRIMA FACIE SPEED LIMIT; REGULATIONS FOR ENTERING AND EMERGING FROM AN ALLEY, DRIVEWAY OR BUILDING; PROCEDURE TO BE FOLLOWED IN CASE OF AN ACCIDENT; REGULATIONS ON ENTERING INTERSECTIONS CONTROLLED BY YIELD RIGHT OF WAY SIGNS; MARKING CURBS; STANDING IN PASSENGER CURB LOADING ZONES; AND TRAFFIC ON ONE-WAY STREETS; PROVIDING PENALTIES FOR THE VIOLATION OF THIS ORDINANCE; PROVIDING OTHER MATTERS PROPERLY RELATED THERETO; AMENDING ORDINANCES 706, 470; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH," BY DESIGNATING OGDEN STREET FROM MAIN TO 12TH AND CARSON STREET FROM MAIN TO 12TH AS TWO-WAY STREETS; PROVIDING OTHER MATTERS PROPERLY RELATED THERETO; PROVIDING PENALTIES FOR THE VIOLATION OF THIS ORDINANCE; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING OTHER MATTERS PROPERLY RELATED THERETO. Motion seconded by Commissioner Elwell and carried by the following vote: Commissioners Elwell, Fountain, Whipple and Mis Honor Mayor Gragson voting aye; Commissioner Sharp voted no stating there was to have been a meeting with the Traffic and Parking Commission that never was held to his knowledge, and he thought this matter should have been discussed with them. Commissioner Fountain stated this meeting had been held by the Traffic and Parking Commission and the proposed change was rejected. Commissioner Sharp stated this was not the meeting he had reference to as the City Manager was to set up a meeting between the Traffic and Parking Commission and the City Commission. Mayor Gragson appointed Commissioners Whipple and Fountain as committee for recom­mendation on the proposed ordinance which was read by title; and report to be made at the regular meeting of the Board of City Commissioners to be held August 5, 1959. 7-23-59
