Adjournment CONSOLIDATED STUDENTS UNIVERSITY OF NEVADA, LAS VEGAS MINUTES Senate Meeting #32 Moyer Student Union Building Ballroom k p.m. 7-1U-81 Call to Order Senate President Oshinski called the thirty-second meeting of the Consolidated Student Senate to order at U p.m. Roll Call Members in Attendance Guest Present Patrick Malloy Dr. Carhart Greg Goussak Ginger Clayton -excused absent MaryBeth Nitzchke Roberta Burton Lee Drizin David Campbell Karen Cohen Cathy Powell Catherine Clay Jeff Wild Bill Haldeman Derrek Yelton Larry Hamilton Lynn Best Approval of Minutes #31 There being no further additions or corrections the minutes of Senate Meeting #31 stood approved. Executive Board Announcements A. President's Announcements President Ravenholt read alound the memo he sent to the Senators concerning the resolution on student loan freeze. He recommended that the Senate defeat the resolution. Also, he is in the process of looking for a business manager since his is Chairman of the Business Manager Search Committee, anyone interested in this committee please fill out an application. Mr. Fitchet, CSUN's present Business Manager , contract has been extended until Novemnber. B. Vice President's Announcements Vice-President Roberts announced that her Pro Tempore, Robin Starlin, will have signature power for all CSUN documents needing her signature, July 13-20, 198l. C. Senate President's Announcements Senate President Oshinski announced that Phil Harrington, program director for KUNV, will be having a 50 minute show called, "What's happening around CSUN", if any Senator is interested in being -L- .jp*®" on the show please contact Phil. Senator Jeff Wild has resigned his position as member of the Radio Board, and it was announced that items A, & B under Unfinished Business have been postponed on the agenda. Senate President Oshinski also mentioned the memo to Nancy Forni, I. II. III. IV. Senate Meeting #32 Page 2 7-1U-81 and hopes each Senator will take time to read it. V. Executive Board Nominations A. Appropriations Board 1. Senator Patrick Malloy 2. Kathi Kulesza B. Election Board-Charles Bloom C. Student Services Committee 1. Greg Goussak-Chairman 2. Phil Horn Senator Haldeman moved to approve the above listed Executive Board Nominations as a whole. The motion was seconded. The motion passed with thirteen in favor. VI. Committee Reports A. Appropriations Board There was no report. B. Election Board Chairman Goussak read the minutes of the Election Board for the meeting held on July 13, 1981. No formal action was taken "by the board. The board discussed Election rules. C. Entertainment and Programming Board Chairman, Dave Gist, read the minutes of the meeting held on July 9, 1981. It was corrected in the minutes of the last meeting that there are 69 events not 6l. The board also passed operational expense. The board approved $ii50 for a band for the Blood Drive, on July 22&23. The board approved a ceiling level of $5,200 for Orientation Week. There was a motion to approve. The motion was seconded. There being no further additions or corrections the minutes of the meeting stood approved as read. D. Organizations board There was no report. E. Radio Board There was no report. F. Bylaws Committee There was no report. G. Publications BVard There was no report. H. Student Services Committee There was no report. VII. Unfinished Business C. Approval of Bylaw #1^-Academic Advisement Center Senator Wild moved to approve Bylaw #1^-. The motion was seconded. The motion passed with fourteen in favor. D. Resolution Regarding Student Loans (from table) A representative from First Interstate Banks was present and spoke briefly to the Senate concerning the student loans. During this time the Senate moved into Senate Meeting #32 Page 3 7-1U-81 a quasi committee of the whole to dicuss the resolution. Senator Cohen moved for a five minute recess. The motion was seconded. Senate President Oshinski called the meeting back to order at k:k2 p.m. Senator Wild moved to remove the item from the table. The motion was seconded. The motion failed with two in favor, and eleven opposed. This item will be no longer discussed by the Senate. A. Approval of Bar Policy Senator Burton moved to table this item for one week. The motion was seconded. The motion passed with fourteen in favor. VIII. New Business IX. Open Discussion X. Forni, Publications Specialist FROM: Rick 0shinski5 CSUE Senate President DATE: July 15, 1981 Thank you for taking the time to express your views in regard to CSIffi's political process. I think it is fair to say the Senate Is willing to listen to all opinions - even those which are derogatory. However, in defense of this organization and its leaders3 I feel it necessary to respond to some of your statements. First of all, the Senate was originally presented with a proposal for the establishment of the position of an Information Director nearly five weeks prior to the report of" the Ad Hoc Committee. It is my personal opinion that the original proposal, which called for a student director, was on([it^>way to passing when the opponents of that plan called for the formation of an Ad Hoe Committee, The task of the committee was to further develop a job description, including compensation for the proposed position. You seem to imply the work of the committee was wasted — I disagree.. Close inspection of the original proposal, the committee proposalthe minority proposal and the adopted plan all show basic similarities. These similarities did not come about by chance, but through compromise. The only disagreement between the committee and the Senate was the issue of hiring a professional instead of a student. You stated you found ^^unbelievable that the Senate passed "the opinion of one person." But seventeen separate individuals voted on that Issue. The entire assembly was presented with both the committee and the minority reports, and both were equally debated. What I personally found unbelievable; however, is that the committee recommended the Information Director to be a professional and be paid a large salary, while most Senators and committee members realized our fiscal budget could not provide for a new salaried position. Because of this, I am relieved the Senate recognized the financial strain, fti regards to Senator Campbell, your complaints seem to surround his desire and ^Oligness;)to fight for his beliefs„ He exercised his rights as a Senator in~authoring his minority report, his lobbying effort, and in his vote. We have all found that David can be a substantial political adversary or a welcomed ally. This is not because he is underhanded, shrewd or irresponsible, but because he is informed, energetic and concerned. I think the entire Senate will agree when I say I have the utmost confidence in Senator Campbell, and I am proud to serve with him. Finally, I am truly sorry if the Senate's action has insulted you personally or professionally, I assure you this "was not our intent. But d^ite your lack of faith in students., the fact remains that this is a student organization. Whether we like it or not, we depend on our membership to staff and operate CSUN. While y^^office has "been "unable to find a student who was willing to 'work hard and put in a lot of time, CSUN has found many. All of our departments- including Entertainment and Programming, the UNLV Yell, and Intramurals, are run by students who do a fine job. CSUN is a service-oriented organ!zticm and: one of our services is to provide a training ground for students in their desired field. In closing, let me say that. I am disappointed our Information Director will meet with resistance even before he/she is hired. We hare a sincere desire to work with all entities on this campus,, hut if any refuse, we have no choice but to continue and hope other arrangements can be made. Granted, we often appear to be stumbling in the dark, but we have set our goals, we have them in sight, and we shall continue toward them.
