As A stated to you v e r b a lly some time la s t month, when the Las Vegas Land & Water Company was organized I had a ta lk w ith C h ief Engineer Hood, o f the Southern P a c ific , who at th at time d ic ta te d a memorandum fo r me s e ttin g fo r th the manner in which th is would have been handled were i t a Southern P a c ific m atter, and w h ich ^as^s^ fo l^ 1 ows: The Land and Water Company would reimburse the R ailroad Company fo r i t s t o t a l expenditure fo r lands, w ater, e t c .; the Land & Water Company would pay the e n tire cost o f con stru ctin g the pipe lin e from the springs and the cost o f d is trib u tin g pipe lin e in the town, ex clu sive o f the cost o f tank and the lo c a l pipe lin e used purely fo r ra ilro a d purposes; that the R ailroad Company would re c e iv e a l l the water i t might req u ire fo r s t r i c t l y ra ilro a d pizrposes fo r e v e r and fr e e o f charge, and that i t s rig h t-o f-w a y and i t s s ta tio n grounds would have cost nothing.
