Los Angeles - December 5| 1952 80-11 Mr* W. R. Rouses In my letter of November 4th to Mr. Reinhardt# copy to you, I referred to a new bid by the Las Vegas Valley Water District for the facilities of the Water Company and railroad company In Las Vegas# and in that letter I stated I would thereafter comment on the form of the bid in question. After considerable study of the bid# and discussion with Mr. Reinhardt# I thought It would be more advisable to rewrite the bid to take care of criticisms and suggested changes which I would otherwise have had to make. I rewrote the bid# therefore# and went out to Las Vegas this week and discussed the rewritten version with Mr. Campbell, President of the Water District# and Mr. McNamee# one of their attorneys. We made a few minor changes in my latest draft, and I have again rewritten It to Incorporate those changes# and X am enclosing a copy thereof which is Draft of 12/5/52, for such comments as you may desire to make or such questions as you may ask. I think this draft incorporates all of the matters we had heretofore criticised In theearlier drafts# and I think it will be acceptable to Mr. McNamee# and to the Directors of the District. If so# unless Mr, Reinhardt and Mr. Adamson to whom I am sending copies for further comments# make such with respect to it# we should receive it formally from the District in a short time. I regret I do not have the exhibits referred to in this bid# but X have not been able as yet to secure maps marked Exhibit "A® or Exhibit ”B”, the latter of which is necessary before I can rewrite the contract referred to in subdivision "cM of the enclosure.
