    A* t upon any premises occupied by any public utility for the purpose of making the examination and teste provided for in this act and set up and use on such premises any nec­essary apparatus and appliances and occupy reasonable space therefor. Any public utility refusing to allow such examination to be made as herein provided shall be subject to the penalties prescribed in section 11 of thlj act. The public service commission of Nevada is author­ized and directed to prescribe the standards for the maintenance, use and operation of electric poles, wires, cables and appliances of all public utilities within the state engaged in the business of furnishing electric power, light and energy. SEC. 2. This act shall become effective and opera­tive from and after its passage and approval. (Statutes of Nevada, 1931) \
