Mr. Frank Strong MAILGRAM Los Angeles, March 21, 1931 Mr. A.L. Coey: We have made a large number of leases upon Railroad property fronting on west side of Main Street at Las Vegas, and served by Track No. 5 in what is known as Industrial District No. 1. Some of these leases are old time leases serving warehouses, etc. of local establishments and some were granted to new industries incident to the activity created by the Hoover Dam work. As the leases were made, temporary arrangements were made for supplying water service. In most instances this service was furnished from the City water supply, which service is not legal because the entire industrial district lies outside the franchise limits of the Water Company. Some later Ieases were given service from Railroad yard lines and in particular instance of the Rio Grande Oil Company, temporary arrangement was made to take service from the P.F.E. private line. We now propose to discontinue all of this makeshift service and to furnish water to all of the leases in Tract No. 1 from Rail- road supply. To accomplish this we propose the following program: 1.Secure authority for the construction of supply line in location and of sizes as indicated by yellow on attached print. 2. Prepare usual form of Railroad Company water agree-ment for each of the industries affected, including the Interstate Transit Lines, and setting forth in each agreement the amount of deposit required for constructing connection and installing meter. 3. With the supply line under construction, the Water Company will notify all users that water service from City sources will be discontinued in thirty days. With the service of these notices, your representative in Las Vegas, will present the water agreements, secure deposits and proceed with construction of connections. The Industry Fill, in each case, be obliged to construct its own line on the leased premises. To carry out this program we desire from you prompt submission of estimate of cost for the construction of the 8", 8" and 4" lines in locations as noted on the print. Assistant Engineer Clausen at Las Vegas looked over the ground with Mr. Bracken and our representative, and is familiar with what is desired. Please expedite the estimate. -A-316. cc-Mr. R. B.
