Bennetts In connection with proposed application for increase In water rates* It will probably be desirable to file a complete new schedule of Kales and Regulations at the same tine we file for increased rates* end with that thought in mind* I enclose herewith two copies of the proposed new Rales and Regulations* set up in the form prescribed by the Public Service Commission* There are two major changes: First in Rale 10 covering new connections for which we now receive $5# sustaining a loss on each one in proportion to the length of service line required. Second, the abolishment of the 25f penalty charge and* in lieu thereof* proposing a 25r discount when bills are paid in advance of the time they become delinquent. If this is approved* we oobld merely add Z$f to the proposed new rate and* thereby* improve our public relations aa well as furnishing an Incentive for advanced payment cf water bills* Would appreciate an opportunity to discuss this personally after the b o m e e t i n g Monday in Los Angeles.
