WHEREAS, Las Vegas Valley Water District is an existing and organized public corporation of the State of Nevada, created under legislation specifically enacted for the purpose of acquiring and constructing a waterworks system, obtaining additional supplies of water, and distributing water for lawful purposes of the Water District; and 10.
