WHEREAS, Las Vegas Valley Water District is an existing and organized public corporation of the State of Nevada, created under legislation specifically enacted for the purpose of acquiring and constructing a waterworks system, obtaining additional supplies of water, and distri­buting water for lawful purposes of the Water District; and 10. WHEREAS, by Permit No. 1314-21^, dated January 31, 19$1> the State Engineer of the State of Nevada approved •0 the application of the Water District to annually appropriate for municipal purposes 43*000 acre feet of the public waters of Lake Mead allotted to the State of Nevada by contract, hereinafter mentioned, with the United States of America; and 1 Si . ; Sp c * 11. WHEREAS, the State and the United States of America (hereinafter referred to as the "United States”) acting for the purpose by the Secretary of the Interior (hereinafter referred to as "Secretary”) have entered a certain contract dated March 30, 1942, and amended January 3, 19I4J4., providing for the annual delivery of 300,000 acre feet of water to the State from storage in Lake Mead; and 12.
