Whereas i t is the opinion o f the gen eral pu blic including th is Lodge th at you were e le c te d by the people on the express under­standing that you would support and carry out the p o lic ie s ad­vocated by Mayor German in matters r e la t in g to g iv in g the people a more e f f i c i e n t p o lic e department, provide fo r law enforcement again st b o o tleg g in g , the n a rco tic e v i l , pimps, against abuses o f the gambling business, and g e n e ra lly to provide law enforcement throughout the underworld, and in th is way, make s o c ia l, liv in g and business con dition s b e tte r fo r the people o f Las Vegas; and Whereas, the Mayor, con sisten t w ith his p o lic ie s , presented to the C ity Commissioners fo r a ctio n , and ordinance fo r re g u la t­in g gambling in a way the great m ajority of the people want gambling regu la ted , and which ordinance was d efeated by you, and in stead you adopted an ordinance favored by the gambling fr a t e r n it y , and which continues the gambling abuses which have so long been i n f l i c t i n g the community; and Whereas, th is a ctio n on your part in d ica tes you are not fa v o ra b le to the above p o lic ie s o f Mayor German. Now T h erefore be i t res o lve d by th is Lodge in regu lar meeting duly assembled, That you be on the square, by e ith e r supporting Mayor German on the above p o lic ie s , or res ig n . Be i t fu rth er reso lved that in a l l fa irn e s s to the Mayor, and to the community, that you f i l l the present vacancy on the Board o f c it y Commissioners, by appointing thereon such c itiz e n s as the Mayor may recommend as fa vo ra b le to the above p o lic ie s o f the Mayor.
