ROSS CLARK: I have Norm 30 No, 5-1891, prepared by Mr. Cullen, covering the installation of stablizer and submerger on washing machine, and a brick flue in Packing House No. 3 on Prospect Avenue, Riverside, at a cost of $133. The form states that these arid it ions were made by the tenant of the building in an emergency. The form does not state when these additions were made and I have written Mr. Cullen for this additional' information. Have also asked him to advise whether or not he authorized these additions, and it occurs to me. to inquire of you as to whether or not the matter has ever been presented to you and whether or not any commitment has been made to the tenant• indicating that H-N
