R. Armstrong: Your letter April 6, file 9215, in connection with sale of water toy the Railroad Company to industrial lessees at Las Vegas, including water for fire protection. I submitted to Mr. Jeffers form of water agreement, under date March 39, but have not yet received approval. Copy of this form of agreement is enclosed herewith as a matter of information. Have asked our Omaha office if it would be satisfactory to print this agreement and permit water connections to be made as soon as the lessee had signed same, rather than wait until the agreement had been executed upon the part of the Railroad Company. If we are permitted to so handle it, it will enable us to take care of the situation on short notice. If we finally decide to adopt suggestion contained in Mr. Strong’s memorandum April 3, with reference to fire protection, we will, Of course, have to add to the enclosed form of agreement the provisions outlined in Mr. Strong's letter, Do I understand that some of the new lessees at Las Vegas have actually applied for water service?
