The authorized signatures on checks to be honored by the Bank of Nevada, drawn on the District's checking account there, were discussed and it was decided to prepare new signature cards for the guidance of the bank, authorizing the Bank of Nevada to honor all checks countersigned by any two of the three names appearing on the card. The three names . on the card will be those of the President, the Vice President and that of the Secretary-Treasurer, of the District. The Manager then advised the Directors of the receipt of several water meters for trial installation at the residences of the several Directors. He reported that the Las Vegas Land and Water Company did not want to make the installations, for reasons of their own, so the installations would have to be made by local plumbers, and the expense paid from District funds or by the Directors themselves. It was decided that the District would pay for the installation of the meter on the premises of the Manager at 2706 Ashby Avenue, but that each Director having a meter installed for trial test of quantity used would finance his own cost of installation of the meter. The Manager reported the receipt of a Permit for the Water Right in Lake Mead amounting to 43,000 acre feet annually, the equivalent of about 59 cubic feet per second flow. He recommended that photostats be made from the original and copies sent to O'Melveny & Myers and also to Mr. Leo McNamee, our local counsel assisting in reporting on the water right papers. The matter of the protection of the District's funds deposited in the Bank of Nevada was then taken up. It appeared that the Bank of Nevada could deposit Government securities in the proper amount to cover the bank balance, placing same in escrow. The matter was left to Vice President Butterfield to accomplish and notify the Secretary-Treasurer of the District when the excrow was completed.
