Cochran, one of the owners of the proposed subdivision known as nMorning/Heights”, Las Vegas, Nevada. Mr. Cochnan came in to see me Friday and stated he had been advised that the City Engineer’s office has recently adopted a policy that it would not approve any subdivision maps until the Subdivider had a letter from the Power Company that it would furnish power to the Subdivision and a letter from the Water Company that it would furnish water. This apparently is a new regulation, apparently without any reason and prepared to embarrass the Water Company. You will recall that in connection with the Beeket subdivision, we were advised that the FHA would not loan money to these subdividers until they were assured of public utility service but I am not quite certain whether they required a commitment that water would be furnished or that pipe lines would be available.
