Dear Sir:- For the past several years this department has ex­perienced considerable difficulty in its endeavor to enforce existing City Ordinances prohibiting the running of waste water on the streets, alleys and sidewalks. There are a number of persons who are habitual offenders and I feel that something should be done to this class; there are others who violate the ordinances thru thoughtfulness and these usually correct the condition when we call it to their attention.
