Dear Sir:- For the past several years this department has experienced considerable difficulty in its endeavor to enforce existing City Ordinances prohibiting the running of waste water on the streets, alleys and sidewalks. There are a number of persons who are habitual offenders and I feel that something should be done to this class; there are others who violate the ordinances thru thoughtfulness and these usually correct the condition when we call it to their attention.
