8 1>. ? - shall be conclusively presumed to be legal,-and no,court shall 2 thereafter have authority to inquire into such matters. 3 Sec. 12. This act, without reference to any other statute 4 or law of Nevada, shall constitute full authority for the• 5 construction, acquisition, extension, or } improvement of 6 public utilities and the authorization and issuance of bonds 7 hereunder and for the accomplishment of all things herein 8 authorized to be done, and no proceedings relating thereto 9 or to the authorization or issuance- of such bonds shall be 10 necessary except such as are herein required, and no other 11 provisions of the statutes of Nevada, either now in force or 12 hereafter adopted, pertinent to the construction, acquisition, 13 extension, or improvement of public'utilities or to the author- 14 ization or issuance of .bonds, the adoption of proceedings by 15 ? -the governing bodies; - the right ofI electors to request refer- 16 endum elections, or in anywise impeding or restricting the 17 carrying out of the acts by this act authorized to be done, 18 shall be construed as applying--to any proceedings had here- 19 under or any acts done pursuant hereto. 20 Sec. 13. If any paragraph;- clause, or provision of this 21 act shall be held to be unconstitutional or ineffective for any 22 reason, the remainder hereof shall not be affected by such 23 holding, but shall remain in full force and effect. 24 Sec. 14. All acts and parts of acts in conflict herewith are 25 hereby repealed. 26 Sec. 15. This aet shall become .effective immediately upon 27 its passage and approval. <§> ;
