Dear Sir,- Referring to meter service No. 2, against the Thomas Block, I wish to call your attention to the following This meter is used hy Dr. Martin, who rents the entire Building, subletting to the L. V. & T. hospital and the drugstore. Prior to the first of August,, we had a rain&auifl rate against this meter of $4.00, which is correct. After the first of August, Judge Thomas erected two store rooms on the back end cf the lots,and up to the fi rst of October, Dr. Martin was charged at the minimum rate for the renters who occupied these store rooms. But it seems that Martin has had some fuss with these renters and refuses to pay their water rent; and you will note that, beginning October 1st, I billed those renters under service numbers 258, 239 and 260, float rate, and Dr. Martin's old rate of four minimums will apply to him. But the service numbers of 258, 259 and 260 are using water which passes through Dr. Martin's meter, and this of course will run the meter read­ings higher than a four minimum rate, but not nearly as
