ADJOURNMENT POSTED IN A C C O R D A N C E WITH THE N E V A D A OPEN MEETING LAW: Moyer Student Union 1st Floor Humanities 1st Floor Beam Hall 1st Eloor Wright Hall 1st Floor Engineering 1st Floor Senate Bill No. 23-03 Submitted by Senator Rosenthal SENATE BYLAW 31 SENATE RULES COMMITTEE (Effective: March 15, 1990, revised March 30) I . MEMBERSHIP A . The Senate Rules Committee shall be composed of six (6) Senators serving in the current session of the CSUN Senate. B . Five (5) of the members will be designated as voting members and one (1) will be designated as the chairman of the committee. C . Quorum will consist of at least four (4) committee members: three (3) voting members along with the chair. [D. Members of the committee shall be appointed by the Senate President at the first official meeting of the new Senate session.] Members of the committee shall be nominated by the Rules Committee Chairman and [appointed]approved by the Senate. [ E. Upon the creation of a vacancy in the committee, the Senate President shall appoint a Senator to fill that vacancy at the Senate meeting immediately following the creation of the vacancy.] [F]E. If a charge is levied against a member of the committee he/she shall be prohibited from participating as a member of the committee during that particular investigation. This member is also prohibited from, voting in such a circumstance. [G]F. If, for any reason, a member is unable to participate in a particular case, then the [Senate President]Rules Chairman shall reserve the right to appoint an alternate for the duration of the case. I I . CHAIRMAN A . The chairman shall preside over all committee meetings. B . The chairman shall assign excused/unexcused absences to members of the committee. C . The chairman shall be empowered to vote only in the case of a tie. D . The chairman shall notify a Senator who is being investigated by the committee in order that the Senator may appear on his own behalf at the meeting when the action is being taken. E . The Committee shall nominate and approve a voting member of the committee to serve as the vice-chairman. F . The Vice-Chairman will preside over the committee only in the absence of the chairman. When acting as the chairman, the vice-chairman is granted all the rights and privileges bestowed upon the chairman. G . The vice-chairman forfeits his voting privileges when acting as the chairman of the committee. I I I . DUTIES AND RESPONSIBILITIES A . The committee shall submit, for Senate approval, a set of rules that Senator will be required to follow for the current session of the Senate. These rules must be submitted on either the first or the second meeting of the committee. B . These rules become official upon being approved by the Senate. C . The committee will be responsible for ensuring that all Senators are complying with all rules that are approved in the above manner. D . Members of the committee [must] should report possible violations to the established rules to the committee at the next scheduled meeting after the infraction is discovered. The actions of the committee upon hearing the case for any violations include the following: bringing up charges for impeachment, referring appropriate cases to the Judicial Council or Student Conduct Board, and dismissing the case. E . Any CSUN member may report an infraction to the committee for purposes of investigation by the committee. F . A report by the committee must be given at each senate meeting. G . When discovered, the committee chair must make a motion at the next official Senate meeting, to levy charges of impeachment. Kostman, Student Body President RE: VETO MEMORANDUM I am writing this memorandum to you in regard to the veto that I made regarding New Business Item D, from the Senate meeting on May 19, 1993 (23-19). Originally, I voted yes on this item in the Executive Board meeting on May 5, 1993. There were two reasons for my "yes" vote. First, I felt that an amount like this one was comparable to that of a large E & P event. (As most of you are aware, our "large" E & P events this year catered to very minuscule crowds). My though was; for the same basic amount, we could touch 20,000 people. Second, I voted "yes" to enable the Senate to have input on this issue. My decision to veto was based on several matters that were brought to my attention after the Executive Board meeting in which this item was approved. Student enrollment has not dropped significantly (if at all) at UNLV. What has changed our budget however, is the number of credits that undergraduate students are enrolling for. Remember, we only get $2.45 per credit from undergraduate students when these same students take 7 or more credits. Due to this decrease in the coming fiscal year, we are faced with various budget cuts that must be made to offset our own predicaments. I can not in good faith recommend that we give another department on campus nearly $7,000.00 when we are facing budget cuts that exceed this very amount! Ray Rodriguez ( U N L V Student Health Educator) received the Gary Collie Memorial Award from the Citizen Committee o n Victim Rights. The award recognizes the exceptional professional contributions made in providing direct services and raising awareness for the needs and rights of crime victims. Richard Powell (ICS) recently pre-sented two papers - "Instructional Tasks and C l a s s r o om Climate: Case Studies of Second-Career Student Teachers" and " B u i l d i n g an Interdisciplinary Team Culture: Seventh Graders' Perspectives" (with Rebecca Mills, ICS) - at the annual meeting of the American Educational Research Association. Murray Rothbard (Economics) deliv-ered a paper o n T h e Origins of the Welfare State in America" at a confer-ence o n The Welfare State, held by the M i s e s Institute of A u b u r n University at Lake Bluff, III. Leslie S a g e ' s (Physics) article "Molecu-lar G a s in Early-Type Galaxies V: NGC 4691" (co-authors Wiklind and Henkel) was published in the March issue of Astronomy and Astrophysics. Raymond Carraway (A/C S h o p ) was named Employee of the M o n t h for April 1993 by the Quality of Service/Issues Committee, formed to recognize Facilities Maintenance personnel who have performed duties above and beyond their normal responsibilities. Laura Gutierrez Spencer (Foreign Languages) wrote two articles which have been published in Nuestras Mujeres: Hispanas of New Mexico, Their Images and Their Lives, 1582-1992. The biographical sketches are of Virginia C h a c o n and Maria Gutierrez Spencer, a prominent .abor leader and a pioneer in bilingual education. Margot Colbert and Louis Kavouras (Dance Arts) presented a concert of dance works at the S u n r i s e Library Theatre. The concert, which consisted of several dances including four premieres - Colbert's "Synapse: Circuit, Short Circuit" and "Zipp the Interplanetary Traveler" and Kavouras' "Ogunquit, Maine' and "Falling Down" - represented the first of many collaborative concerts by Colbert and Kavouras in Las Vegas. Leslie Cummlngs' (Food & Beverage) article " S o l id Waste Minimization and the Foodservice Marketing Mix" recently appeared in the inaugural issue of the lournal of Restaurant and Foodservice Marketing. Felicia Campbell (English) was elected president of the Popular Culture Association. S h e took office last month at the annual meeting in New Orleans, which was attended by approximately 2,400 scholars. S h e a l s o presented a paper, "Women and Solitude," and, as editor of Popular Culture Review, partici-pated in a panel d i s c u s s i o n on publica-tion. S h e continues as executive-director of the Far West PCA, which will meet Feb. 4-6, 1994 at the Imperial Palace. Bill M o o d y (English) attended a book signing reception for his recently published book, The )azz Exiles (University of Nevada Press). The event, held earlier this month at Bookstar, featured live music and refreshments. Margaret B. H a r p ' s (Foreign Lan-guages) manuscript T h e Portrayal of Community in Rabelais's Quart Livre" has been accepted for publication by Peter L a n g Publishers. Michael Sullivan (Finance) presented a paper, "Corporate Affiliation, Firm Size, and the Structure of Corporate Owner-ship in lapan," at the Seventh Annual Small Firm Financial Research Sympo-s i um in L o n g Beach. Calif. Dennis L. S o d e n (Environmental Studies) received a contract from Nova Science Publishers for a book tentatively titled Science Policy. ~ PUNCTUATION TIP Here's a punctuation tip that's often forgotten yet easy to remember with a little help: commas a n d periods always go inside closing quotation marks. She said, " I ' d rather be watching Star Trek.' ' I ' d rather be watching Star Trek,' she said. Robert Boehm (Mechanical Engineer-ing) was the co-author of three papers presented recently at the International High Level Radioactive Waste Confer-ence: "Experimental Studies to Calibrate Unsaturated Flow M o d e l s " (with students M. Krotke, S. Thota, and X. Xu); "Determination of Water Content in Unsaturated Flow Experiments Using TDR and Capacitance" (with student X. X u and U N L V Electrical Engineering Professor R. Venkatasubramlan); and "Inference of Moisture Content in Unsaturated Media Using Ultrasonics" (with student S.
