If UP were declared a Utility it would only bare been so declared to force it to augment water supply. Under such cireumstaneee X would naturally expect Commission to resist any attempt by UP to avoid its obligations by transferring its water properties to a subsidiary which had only such financial backing as its parent corporation would give it.
