9(c), Defense Housing Projects. Water main exten-sions to or in defense housing projects will he constructed, owned and maintained hy the Company under special contract only when the entire cost of such extension is advanced to the Company. The amount advanced will he refunded without interest to the party making the advance if and when, within______ months from the installation of the said water mains, there shall have heen completed and ready for occupancy residences upon all of the lots within the housing project or portion thereof served hy said mains. A defense housing project within the meaning of this rule shall he a housing project approved as such hy the Federal Housing Administration. This rule shall become effective January ____,1942, and shall remain in effect only during the present national emergency • . i ? 0 and shall not be deemed to affect or modify contracts heretofore entered into hy the Company which may he contrary to /the provisions of this rule.
