Boyd Hall and the James E. Rogers Center for Administration and Justice. This is indeed a special day for UNLV, the legal community, and the entire state of Nevada. To all of our donors, I offer our heartfelt thanks for your support of our efforts to make Nevada's first law school a reality. Dean Richard Morgan has not only assembled an outstanding faculty and support staff, but more importantly, our law school is educating and graduating students who are going on to become ethical and effective lawyers and leaders serving our state and community through the legal profession. Our state's legal community has truly embraced the Boyd School of Law and has been instrumental in its success. We are pleased to have so many representatives from not only our local community and state, but from across the country as well. Your presence here today means a great deal to our students, faculty, and staff. To William S. Boyd, James E. Rogers, and all of the other contributors to UNLV's Law School, I salute you for your foresight and commitment to help UNLV create a premier law school. Carol C. Harter President Welcome from the Dean Five short years ago, the state of Nevada created the William S. Boyd School of Law. Under the leadership of President Carol Harter, UNLV set out to establish a great law school for Nevada. Since then, the Boyd School of Law has made great progress, clearly positioning itself as a first-rate law school and a model for legal education in the twenty-first century. With today's dedication of William S. Boyd Hall and the James E. Rogers Center for Administration and Justice, this law school will have facilities to match the excellence of its people and its programs. It seems fitting that these facilities are located in the center of the UNLV campus and that they are named in honor of two of our community's most respected leaders-for the Boyd School of Law aspires to play a central role in the life of UNLV and in the life of the larger community. Just as community service is a major mission of the Boyd School of Law, so too is it a big part of the life of our honored guest, the Honorable Anthony Kennedy of the United States Supreme Court. Through his service to the bar, to the Court, to law schools, and to law-related education. Justice Kennedy has distinguished himself as a community servant and leader. As a law school that aspires to educate future community servants of his type, the Boyd School of Law welcomes and thanks Justice Kennedy for his presence and participation in today's momentous events. Thanks also are due to the state of Nevada, to the Board of Regents, to the central administration and faculty of UNLV, the Nevada legal profession, to the many donors and benefactors who have supported our law school, and to the many friends who are gathered here today. This is your law school, and we hope that it will be a source of pride and service to our state for generations to come. This law school has been built by a splendid group of faculty, staff, and students. Working out of temporary and lackluster facilities, those people accomplished a great deal in a few short years. Now that we are blessed with Boyd Hall and the Rogers Center, we hope to increase the productivity and the upward trajectory of this fine institution. Thank you for helping us in our quest to build a great law school for Nevada. Enjoy the celebration! Richard J. Morgan Dean IS The Honorable Anthony M. Kennedy Associate Justice of the United States Supreme Court Anthony M. Kennedy received his B.A. from Stanford University and the London School of Economics, and his LL.B. from Harvard Law School. He was in private practice in San Francisco, California from 1961 -63, as well as in Sacramento, California from 1963-75. From 1965-88, he was a Professor of Constitutional Law at the McGeorge School of Law, University of the Pacific. He has served in numerous positions during his career, including a member of the California Army National Guard in 1961, the board of the Federal Judicial Center from 1987-88, and two committees of the Judicial Conference of the United States: The Advisory Panel on Financial Disclosure Reports and Judicial Activities, subsequently renamed the Advisory Committee on Codes of Conduct, from 1979-87, and the Committee on Pacific Territories from 1979-90, which he chaired from 1982-90. Justice Kennedy was appointed to the United States Court of Appeals for the Ninth Circuit in 1975. President Regan nominated him as an Associate Justice of the Supreme Court, and he took his seat February 18, 1988. Highlights Wiiliam S. Boyd School of Law With the dedication of the William S. Boyd Hall and the James E. Rogers Center for Administration and Justice, the William S. Boyd School of Law will have achieved another milestone in its quest to build a great law school for Nevada. With these excellent facilities now complete, the law school is well positioned to secure full accreditation from the American Bar Association, perhaps as early as February 2003, and membership in the Association of American Law Schools, probably in January 2004. Thus, in a few short years since its legislative creation in June 1997, and the opening of its doors to students in August 1998, the Boyd School of Law has established itself as an excellent law school, one that is a model for modern legal education. Just a few years ago, Nevada was one of only two states that lacked a law school. Although the creation of a law school had been discussed from time to time since the early '70s, no action was taken to implement those discussions until 1995. By that time, the state was growing dramatically, leaving Las Vegas as one of the very few-perhaps the only-metropolitan area of its size in the country without the services of a law school. Recognizing this need, in 1995, Chairman Morse Arberry, Jr. of the Assembly Ways and Means Committee led the legislative effort that resulted in an appropriation to study the feasibility of, and to plan for, a new state law school. At about the same time. Dr. Carol Harter became the President of the University of Nevada, Las Vegas (UNLV), immediately making the establishment of a law school one of the top priorities of her new administration. With the support of the UCCSN Board of Regents and the Chancellor, President Harter set out to develop community support for a new and excellent law school at UNLV After creating an advisory board of community leaders, she and community leaders William S. Boyd and Kenny Guinn (currently Governor of Nevada) led a fund raising effort that garnered $7 million in commitments for the new law school, including a $5 million pledge from Mr. Boyd and a $ I million pledge from Mr. James E. Rogers, this country's leading philanthropist to legal education. In 1998, Mr. Rogers increased that pledge to $28.5 million, the largest in Nevada history. At its 1997 legislative session, the legislature considered the feasibility study, prepared by Dr. Keith Schwer of UNLV, the Law School Plan, prepared by UNLV's consultant, thenPresident Anthony Santoro of Roger Williams University, and the recommendation of the Board of Regents that a law school be established. After hearing testimony from community leaders, including President Harter, the legislature voted to create a law school at UNLV, a law school that would proudly bear the name of William S. Boyd. After Governor Miller signed the legislation creating the law school in June, 1997, Richard Morgan was hired by President Harter to be the founding dean of the William S. Boyd School of Law. Starting in September, 1997, with a staff of two and in borrowed space on the UNLV campus, the law school spent the 1997-98 academic year hiring staff and faculty, planning the renovation of a temporary facility, developing a curriculum and a law library, and preparing to meet the first class of students who would matriculate eleven months later, in August 1998. Just in the nick of time-in August 1998-the renovation of the temporary facility was completed and the law school moved across the street from the UNLV campus, to the old Paradise Elementary School, where it would operate for four years. Those years were good, though the temporary facility was not. During those years the Boyd School of Law developed a first-rate faculty of experienced legal educators, most of them recruited from other high-quality law schools; recruited and educated excellent and diverse students, two classes of which have already graduated and moved into the legal profession in our state; developed a very good law library to serve the state, a library which proudly bears the names of community leaders Jim Rogers and the late Louis Wiener, Jr; planned and executed the renovation of the permanent home of the law school, William S. Boyd Hall and the James E. Rogers Center for Administration and Justice, which we dedicate today; developed a curriculum which combines traditional legal education with skills training and an emphasis on community service, professionalism, dispute avoidance and dispute resolution; and created, with significant help from the legislature and from Joyce Mack and the E. Parry Thomas family, the Thomas & Mack Legal Clinic. In recognition of these accomplishments, the Boyd School of Law received provisional accreditation from the American Bar Association in July, 2000, which is record time for the garnering of such an approval. In our work over these last few years, we have been assisted greatly by support from the community, and it is for that reason that we are so happy today to celebrate with our friends from the community as we dedicate these excellent new facilities. The Wall of Honor and other plaques in the buildings recognize major donors to our law school, and elsewhere in this program is a complete listing of our donors. Thanks to the generosity of these people, to the support of the state of Nevada, to the leadership of President Harter, and to the hard work of our faculty, staff and students, the Boyd School of Law is well on its way to building a great law school for our state and community. Donor Recognition William S. Boyd William S. Boyd has lived in Las Vegas since 1941, a time when the population of the small desert town amounted to only 10,000 residents. After serving in the Korean War, Mr. Boyd graduated with his law degree from the University of Utah in 1957. He practiced law in Las Vegas for over IS years. In 1973, he and his father, Sam A. Boyd, co-founded the Boyd Gaming Corporation. They opened their first property, the California Hotel & Casino in downtown Las Vegas in 1975. At that time, Mr. Boyd left the practice of law and began his full-time career in the gaming industry. Today, Mr. Boyd is Chairman of the Board and Chief Executive Officer of Boyd Gaming Corporation. Boyd Gaming currently owns and operates seven hotel and casino entertainment properties in the Las Vegas area and five others in Mississippi, Missouri, Louisiana, and Illinois. The University of Nevada, Las Vegas recognized Mr. Boyd as a Distinguished Nevadan in 1985, and he was bestowed with an Honorary Doctor of Laws degree in 1986. He also serves as a member of the UNLV Foundation Board of Trustees. Mr. Boyd has given UNLV substantial contributions to support a wide variety of programs. James E. Rogers James E. Rogers is the owner. Chairman, and Chief Executive Officer of Sunbelt Communications Company, whose principal office is located in Las Vegas, Nevada. Sunbelt's subsidiaries own and/or operate fifteen television stations located in Nevada, Arizona, Idaho, Montana, and Wyoming. Rogers has degrees in accounting (B.S.) and law (LL.B) from the University of Arizona, and a Master of Laws (LL.M.) from the University of Southern California. Rogers has received honorary degrees from the University of Arizona (LLM.), Carroll College (D.H.L.), University of Nevada, Las Vegas (LL.D.), Kentucky Wesleyan (LL.D.),and Idaho State University (D.H.L). Rogers practiced law until 1988, when he chose to devote all of his time to the acquisition and development of television and radio stations. Rogers and his wife, Beverly, are active supporters of education. He and his wife have made substantial financial contributions to various colleges and universities located in cities where Sunbelt has television stations. Mr. Rogers is an active member of the UNLV Foundation Board ofTrustees. Rogers is also active in banking, having served on bank boards since 1981. The university concentrates its resources on programs and research that are student centered, demonstrably excellent, and responsive to the needs of the local, regional, and national communities. UNLV provides high quality academic programs for an increasingly diverse student body and encourages innovative and interdisciplinary approaches to instruction and scholarship. Successfully blending high quality teaching and research, UNLV is also deeply committed to service to its many publics. In its brief history, UNLV has evolved from a small regional division of the University of Nevada, Reno, with forty-one students, three faculty, and one building, to Nevada's largest institution with 24,000 students, 800 faculty, and over 70 buildings. During this time, UNLV has grown and evolved into a National Doctoral University, a first-class institution serving students from every state in the United States and from over 100 countries around the world. The first college-level classes in southern Nevada started on an extension basis in 1951 in a spare room at Las Vegas High School. In the summer of 1957, the university opened its first classroom and administration building - Maude Frazier Hall - on its present campus site. Twenty-nine students accepted degrees at the university's first commencement ceremonies in 1964. The following year, the Nevada Legislature named the school Nevada Southern University, and the Board of Regents hired the campus' first president. The Board of Regents approved the institution's present name in January 1969. The William S. Boyd Hall and the James E. Rogers Center for Administration and Justice are being dedicated today in the buildings that formerly carried the name of James R. Dickinson Library in memory of Dickinson for his contributions to the scholarly and cultural growth of the University of Nevada, Las Vegas, where he served as the first Campus Administrator. The plaza in front of the Lied Library now carries his name. Since the very beginning, UNLV has been committed to developing a synergy between professional and liberal studies, between undergraduate education and graduate programs, and between superior teaching and meaningful research.
