Section 53 of the above-entitled act, being sectipn 6 7938 Nevada Compiled Laws 1929, is hereby amended to read 7 as follo w s; 8 Section 53. The state engineer shall divide the^state into 9 w ater districts/to he, so constituted as to in ju re the Best pro- 10 • tection fo r the w ater users, and the m ost econom ical w ater 11 supervision on the p art of the state. Said w ater d istricts 12 shall not be created .until a necessity therefor shall arise' and. 13 shall be created from time to time as the priorities and claims 1 4 . to the stream s Of the,, state shall Be determ ined ; provided, 1 5 that upon the creation of- a water district- the’ state engineer- 16 may appoint an advisory., board of representative citizens. 1 7 within the: district to assist him in formulating plans and prdr 18 jects for the conservation of the water resources and the use:--. 1 9 thereof in such district:-. . The per diem and necessary travel 2 0 and subsistence expenses of the appointive, members of Such 21 board shall be paid from the water distributism fund pro- 22 vided for such district in:section-52-of this act;! provided, the 23 - total annual1-per diem, travel, and subsistence expenses of 24 such mend)ers for. each district.shall not exceed eight hundred. 25 dollars ($800).
