    ORDINANCE NUMBER 302 AN EMERGENCY ORDINANCE TO REGULATE THE USE OF WATER IN WOODLAND PARK ADDITION TO THE CITY OF LAS VEGAS BETWEEN THE MONTHS OF MAY 15 AND SEPTEMBER 15 INCLUSIVE: AND DEFINING THE REGULATION OF WATER, REGULATING THE USE THEREOF: AND PROVIDING PENALTIES FOR THE VIOLATION OF THIS ORD­INANCE: AND REPEALING ALL ORDINANCES IN CONFLICT THEREWITH. The Board of Commissioners of the City of Las Vegas Do Ordain as follows: WHEREAS, a substantial number of residents and users of water in the Woodland Park Addition to the City of Las Vegas are deprived of a sufficient amount of water to meet their domestic needs on account of the use of water in said Addition for irrigation purposes; and WHEREAS, there is not a sufficient supply of water flowing from the artesian wells that serve said Woodlawn Park Addition to the City of Las Vegas, during the months of May 15th to September 15th inclusive, to meet the domestic requirements of all of the residents of said Woodland Park Addition to the City of Las Vegas and also meet the requirements for irrigation purposes; and WHEREAS, the Board of Commissioners of the City of Las Vegas deem it expedient and necessary for the protection of health, comfort, safety, life and welfare of the inhabitants of said Woodland Park Addition to the City of Las Vegas, to regulate the use of water therein and to prevent the waste thereof, NOW, THEREFORE, Section 1. It shall be unlawful for any person, Company, Corporation or Association to use any of the water which comes from the artesian wells that serve the users in Woodland Park Addition to the City of Las Vegas, Clark County, Nevada, between the months of May 15th and September 15th inclusive, for irrigation purposes, except as provided for in Section 2 hereof. Section 2. The Chief of Police of the City of Las Vegas, Nevada, is hereby authorized and directed to establish and regulate (said Chief of Police being hereby authorized to change the hours he so established from time to time to meet the existing conditions and/or prevent the use of any water all all for irrigation purposes during said period hold the conditions so warrant such regulation) the hours of the day and days of the week when water may be used of irrigation purposes in Woodland Park Addition to the City of Las Vegas, Clark County, Nevada, during the months of May 15th and September 15 inclusive. Said Chief of Police is hereby further authorized and directed to police said Woodland Park Addition to the City of Las Vegas for the purpose of preventing the use of water for irrigation purposes except during such time as said Chief of Police so designates, as aforesaid. Section 3. Any violation of this ordinance or any of the provisions thereof shall constitute a misdemeanor and shall be punished by a fine of not to exceed Fifty ($50.00) dollars or by imprisonment in the City Jail of Las Vegas for a period of not to exceed twenty- five (25) days, or both such fine and imprisonment. Section 4. All ordinances and parts of ordinances in conflict with this ordinance are hereby repealed. Section 5. This ordinance is declared and passed as an emergency ordinance, and shall take effect immediately after its passage and publication. Section 6. The City Clerk is hereby authorized and directed to have this ordinance published in the Las Vegas Morning Tribune, a daily newspaper published in the City of Las Vegas for a period of two weeks that is to say; once each week. I hereby certify that the foregoing ordinance was read for the first time at a regular meeting of the Board of Commissioners of the City of Las Vegas held on the 21st day of July, 1945, and was passed as an emergency ordinance upon the second reading on said last mentioned date, on the following vote: Commissioners Baskin, Bates, Clark, Corradetti and His Honor voting aye, Noes, None. The Board of Commissioners of the City of Las Vegas Do Ordain as follows: Section 1. That a certain document, three (3) copies of which are on file in the office of the City Clerk of the City of Las Vegas, being marked and designated as "Uniform Build­ing Code, 1943 Edition, published May 1, 1943, by Pacific Coast Building Officials Confer­ence," be and the same is hereby adopted as the building code of the City of Las Vegas for the regulation of the erection, construction, enlargement, occupancy, equipment, use, height area and maintenance of all buildings and/or structures in the City of Las Vegas; providing
