    Commissioner Fountain moved that Service & Material Warrants Nos. 13772 through 13899 in the total amount of $119,111.96 be approved. Motion seconded by Commissioner Whipple and carried by the following vote: Com­missioners Bunker, Fountain, Whipple and His Honor voting aye; noes, none. Absent: Commissioner Sharp. Commissioner Whipple moved the minutes of October 2, 1957 he approved by reference and theMayor and Clerk authorized to sign same. Motion seconded by Commissioner Bunker and carried by the following vote: Commis­sioners Bunker, Fountain, Whipple and His Honor voting aye; noes, none. Absent: Commissioner Sharp. City Attorney Cannon discussed with the Commission the proposal to amend the Plan­ning and Zoning Ordinance relating to regulating the size of accessory buildings in R-E zones. Mr. Cannon asked what sort of formula the Board would like to use to stipulate the maximum size of this type of construction. It was the determination of the Board that this matter should be referred to the Planning Commission for recommendation. Commissioner Bunker, member of the committee for recommendation on whether or not the tavern zone should be extended made the following report at this time: 1. Ordinance 733 should be amended so that taverns may be maintained on both sides of Charleston Boulevard commencing at the intersec­tion of East Charleston and Fremont Street and extending westerly along Charleston Boulevard a distance of 1000 feet, instead of 203 feet as indicated in this ordinance. 2. That taverns may be permitted on South Main Street between the South line of Charleston Boulevard and the intersection of South 5th and South Main Street at S. Louis Avenue. Commissioner Fountain, the other member of this committee concurred in this recom­mendation. Thereafter, an ordinance entitled: AN ORDINANCE AMENDING SECTION V OF ORDINANCE 688 and SECTION I OF ORDINANCE 733 DEALING WITH THE SALE OF INTOXICATING LIQUORS BY PROVIDING THE LOCATION WHERE TAVERNS MAY BE MAINTAINED; PROVIDING PENALTIES FOR THE VIOLATION OF THIS ORDINANCE; AND PROVIDING OTHER MATTERS PROPERLY RELATED THERETO AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH, was read by title and referred to Commissioners Bunker and Fountain for recom­mendation. An ordinance entitled: AN ORDINANCE TO AMEND ORDINANCES 503, 529, AND 717 DEALING WITH THE REGULATION AND LICENSING OF CHILD CARE FACILITIES WITHIN THE CITY OF LAS VEGAS PROVIDING OTHER MATTERS PROPERLY RELATED THERETO; REPEALING ALL CONFLICTING ORDINANCES; AND PROVIDING PENALTIES FOR THE VIOLATION OF THIS ORDINANCE, having been reported on favorably by Commissioner Whipple was read in full to the Board. Commissioner Whipple moved the above entitled Ordinance No. 749 be adopted. Motion seconded by Commissioner Fountain and carried by the following vote: Com­missioners Bunker, Fountain, Whipple and His Honor voting aye; noes, none. Absent: Commissioner Sharp. Commissioner Fountain, committee for recommendation on the proposed ordinance for inspection of taxis and public vehicles requested additional time before reporting. An ordinance entitled: AN ORDINANCE TO AMEND CHAPTER 36, CODE OF LAS VEGAS, NEVADA, 1949, DEALING WITH THE REGULATION AND CONTROL OF VEHICLES AND TRAFFIC; BY PROVID­ING FOR A BASIC SPEED LAW AND PRIMA FACIA SPEED LIMIT; REGULATIONS FOR ENTERING AND EMERGING FROM AN ALLEY, DRIVEWAY OR BUILDING; PROCEDURE TO BE FOLLOWED IN CASE OF AN ACCIDENT; REGULATIONS ON ENTERING INTERSECTIONS CONTROLLED BY YIELD RIGHT OF WAY SIGNS; MARKING CURBS; STANDING IN PASSENGER CURB LOADING ZONES; AND TRAF­FIC ON ONE-WAY STREETS: PROVIDING PENALTIES FOR THE VIOLATION OF THIS ORDINANCE; PROVIDING OTHER MATTERS PROPERLY RELATED THERETO; AMENDING ORDINANCES 706,470: RE­PEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH, was read by title and referred to Commissioner Whipple for recommendation. Commissioner Bunker reported a hazardous condition on St. Louis Avenue between 6th Street and Maryland Parkway. Mr. Bunker stated that there is no place for the children and other pedestrians to walk other than in the street. City Manager Kennedy reported to the Commission that he has discussed this prob­lem with R. Guild Gray, Superintendent of Schools, and has been advised by Mr. Gray that the PTA is contacting Messrs. Royce Peterson & Jack Hassett and Mrs. Jesse Hunt, property owners relative to securing the right-of-way. Mr. Kennedy further stated that Mr. Gray had indicated that the School will possibly parti­cipate in the installation of sidewalks in this area if the right-of-way is se­cured. Mr. Kennedy reported that the General Fund Balance is $754,738.98 with the gross payroll of $98,000.00 and Bond Fund expenditures of $317.66. City Manager Kennedy reported that he had received a letter from Superintendent of Schools R. Guild Gray in reply to his letter concerning the parking problem at the Las Vegas High School. The City Manager stated that Mr. Gray advised that the School recognizes the problem, but does not have the money at this time to secure property for a parking lot.
