As a result of these conversa­tions, he proceeded to file a complaint with Mr. Allen. Mr. Allen subsequently came to my office and, after explaining Mr. Fong's complaint, indicated that it was his opinion that the Water Company was obligated to conform with Mr* Fong's request— which was to the effect that ire construct, at our own expense, the service line from tap in 4-inch line to the curb line in Ogden Street, after collecting the tariff as set up in Buie 8A. I then promised Mr. Allen that I would investigate the matter and again contact Mr. Fang. After investigation I find that practically every ease where individuals; in similar circumstances to Mr. Fong's have re­quested taps for service to off-line preperty, it has been the practice of the Water Company to provide a tap in the nearest water main, at the customer's expense, and that the customer would then, at his own expense, construct: and own a private line from tap® so provided by the Water Company* As an alternate to the above, it is my understanding that the Water Company has always offered to extend its water main under Rule 9 to provide the required water service. I do not see how Mr. Fong's case is any different than the numerous other similar oases scattered throughout the system. So I again called Mr. Fong and stated our position, as indicated above, and advised him that it was my desire to treat his case exactly like similar cases had been handled heretofore, which was that the customer pay for the tap and then construct and own his own service line from that: point* Mr* Fong still was not satisfied
