Los Angeles, June 6, 1962 1-7334 Mr. Wm. Reinhardt: (CC - Mr. R. L. Adamson Mr. E. E. Bennett) Referring to the matter of negotiations with Las Vegas Valley Water District regarding sale of water and power facilities at Las Vegas, Nevada, and your request that data be developed for use in possible negotiations with the District for the relocation or removal of existing water transmission mains and power lines located on undeveloped LA&SLRRCo. property lying between Railroad Company's shop grounds and Clark street Reservoir #1 so that this property might be clear of obstructions and become suitable for residential or industrial development: I have prepared a suggested plan for the rearrangement of water pipe lines in area referred to above, together with an estimate of cost, and am also suggesting for study and estimate a plan to rearrange the power lines, which I believe can be worked out with the assistance of our Electrical Department in Omaha. Referring to attached map I-128, dated June 3, 1952, two copies of which are attached hereto, the above plana are outlined, as follows: - Pipe Lines Construct 8270 feet of new pipe line consisting of [...]0 ft. of 36" and 1370 ft. of 24" concrete cylinder pipe, [...]icing 13,600 ft. of existing pipe lines, as indicated on [...]shed map. I Estimated cost to construct 8270 ft. of pipe line in new location replacing 13,600 ft. of exsiting line: New pipe lines, 8270 lin. ft. $163,300 Valves, etc. 10,300 Remove & salvage existing pipe 56,900 A Relocate West Side Pumping Sta. 2,000 Total $233,500 In making above estimate, several kinds of pipe were considered, and the 24" and 36" concrete pipes indicated on map were selected as being superior to and cheaper than several other kinds. -3- These pipes are steel cylinders encased in reinforced concrete and are manufactured by the American Concrete Pipe and Construction Co. at South Gate, Calif. The above estimate is made on basis that the District would purchase the lines to be replaced, and in event an agreement was reached whereby the District would construct the new lines as indicated, there would be an estimated salvage value for pipes removed amounting to approximately $60,000, based on 50% of current cost, which could be applied against above amount of $232,500, leaving a net cost to the District of $172,500. The 8" C.I.P. extending northeasterly toward Bonanza Road and "H" Street, which is owned by LVL&WCo., may be retired and removed by LVL&WCo., as it is no longer needed since the new West Side pumping plant was installed. This will also apply to portion of the 8" C. I. Pipe lying in Shadow Street extended. The construction of 36" line as indicated on print could be used as part of the Water District plan to serve North Las Vegas through a 24" in Bonanza Road, provided Railroad Company is agreeable to granting a connection from East end of 36" line across Railroad Company property to Bonanza Road. II - Power Lines The question of removal of power lines was discussed informally with Mr. Lloyd H. Compton, Asst. General Manager of Southern Nevada Power Company, and he has indicated that a plan could be readily worked out to eliminate the lines involved. Mr. Compton also stated that it was his opinion that in event following changes were made, the power rates for new layout could all be combined under existing agreement. The following suggestions are made for consideration and comments. I understand that the following changes, if made, would provide 4 wire 4160 Volt service instead of 3 wire 2300 Volt service now available. (1) Install subatatlon at point "A". Railroad Company to construct line to connect with existing power line immediately north thereof. Note that this substation would be located on land which it is proposed to sell to Water District. Mr. Compton stated cost to Railroad Company would be $500 for work by Power Company at this point. (2) Power Company to remove connection to Railroad Company line from existing substation at Point "B". (5) Power Company to provide service from their existing power line to West side pumping station at Point "C". (4) Power Company to install stand-by substation at Point "D". (6) Railroad Company to connect above substation at "D" to power line serving transformers at Reservoir #2 and to existing westerly power line serving wells. (6) Railroad Company to dismantle and retire all power lines shown in black and green color utilizing any portion of facilities retired which may be required to effect the suggested changes. Two panels in Instrument building at shops could also be retired. In connection with removal of portion of power line from shops to Reservoir it would also be necessary to retire the telephone line and telemeter circuit now carried on power poles both of which consist of 2 - #9 wires each. The telemeter circuit has been out of service for a number of years and the telephone service can be replaced with commercial service to either one of the reservoirs. In connection with estimate for power line changes, Mr. Lloyd H. Compton, Asst. General Manager of the Southern Nevada Power Company, advised that if we would send one of our electrical engineers to his office in Las Vegas, he would be glad to work with him in preparation of an estimate and plan along the lines mentioned above. If you approve of above suggestions, I believe it would be desirable to request our Omaha office to aend an electrical engineer to Mr. Compton'e office in Las Vegas at an early date to prepare a detailed plan and estimate of cost to Railroad Company for use in our negotiations with the Water District.
