I sh all not impose any unnecessary trouble on the distributors in the matter of collectin g and forwarding samples to the laboratory fo r examination and analysis. Inspectors in the fie ld w ill be instructed to attend to th is phase of the work. A s tric t interpretation of the law would require that you hold a tank car under seal u n til an o f f i c i a l sample is obtained. I sh all not in sist upon th is, but w ill merely advise that you proceed as you have in the past. I sh a ll, however, be obliged to ask that you give me each month the quantity of lubricating o i l which you ship into the state, for the reason that this is not included in the state gasoline tax. Forms fo r this purpose w ill be fu rnished by th is department.
