Fisher and Louisa Earl Referred to Committee PROPOSED PRIVATE DETECTIVE LICENSING ORDINANCE Referred to Committee SALE OF LIQUOR TO MINORS Letter Authorized After consideration by the Commission, Commissioner Sharp moved the revised tentative map of Twin Lakes Village Unit #4 be approved, as recommended by the Planning Commission, subject to the following conditions: 1. Satisfactory arrangement with School District as to acquisition of school site. 2. Full street improvement on Nugget. Motion seconded by Commissioner Elwell and carried by the following vote: Commissioners Elwell, Fountain, Sharp, Whipple and His Honor, Mayor Gragson, voting aye; noes, none. Planning Director Bills advised this matter had been held in abeyance for sometime, pending receipt of final engineering designs; however, the Engineering Department had advised today that plans would be finalized prior to the next meeting. Commissioner Fountain moved the petition of J. J. McMahon, et al., for vacation of a portion of Bonanza Way in Biltmore #3 be held in abeyance, pending receipt of final Engineering plans. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Elwell, Fountain, Sharp, Whipple and His Honor, Mayor Gragson, voting aye; noes, none. Mr. John Peter Lee, Attorney, and Mr. Robert Bugbee, Chairman of the Jaycees Legislative Action Committee, advised the Junior Chamber of Commerce was seeking the enactment of an Ordinance requiring all food handlers (employed in eating establishments) to be examined annually for tuberculosis. Mr. Lee advised the public was in favor of such an Ordinance and many signatures had been secured in favor thereof. He requested His Honor, Mayor Gragson, to appoint a Committee to work with the Junior Chamber of Commerce on such an Ordinance, a rough draft of which had been submitted to the Deputy City Attorney, and stated he would be happy to lend all possible assistance in the preparation of this proposed Ordinance. His Honor, Mayor Gragson, appointed Commissioners Elwell and Fountain as a Committee to report on this matter. Deputy City Attorney Whitmore read by title a proposed Ordinance entitled: "ORDINANCE CONCERNING CONSTRUCTION, SEPARATION AND REMOVAL OF RESIDENTIAL, COMMERCIAL AND/OR INDUSTRIAL CURBS AND SIDEWALK DRIVEWAY CROSSINGS IN THE CITY OF LAS VEGAS, C LARK COUNTY, NEVADA. His Honor, Mayor Gragson, referred this proposed Ordinance to Commissioners Sharp and Whipple for recommendation. A proposed Ordinance entitled: AN ORDINANCE TO AMEND SECTION IV OF ORDINANCE NO. 378, REFERRED TO AS SECTION 10, CHAPTER 24, CODE OF LAS VEGAS, NEVADA, 1949, BY AMENDING THE LAND USE PLAN MAP ADOPTED BY THE CITY OF LAS VEGAS, AND CHANGING THE ZONING DESIGNATION OF CERTAIN AREAS OF THE SAID MAP was read by title by Deputy City Attorney Whitmore, who recommended it be referred to a Committee. His Honor, Mayor Gragson, referred this proposed Ordinance to Commissioners Fountain and Elwell for recommendation. A proposed Ordinance entitled: AN ORDINANCE TO REPEAL SECTION 8 OF ORDINANCE NO. 667 ENTITLED "AN ORDINANCE REQUIRING THE LICENSING OF PRIVATE DETECTIVES; DEFINING PRIVATE DETECTIVES; REQUIRING PAYMENT OF A LICENSE FEE; PROVIDING FOR APPLICATIONS FOR PRIVATE DETECTIVE LICENSES; PROVIDING REASONABLE LIMITATION OF THE NUMBER OF LICENSES TO BE ISSUED OR IN EFFECT AT ANY ONE TIME; REQUIRING A BOND; PROVIDING FOR INVESTIGATION OF APPLICANTS; PROVIDING PENALTIES FOR VIOLATION OF THIS ORDINANCE; AND OTHER MATTERS PROPERLY RELATED THERETO" was read by title by Deputy City Attorney Whitmore, who recommended it be referred to a Committee. His Honor, Mayor Gragson, referred the above proposed Ordinance to Commissioners Sharp and Fountain for recommendation. A matter concerning the sale of 5-½ pints of Vodka to a 14 year old boy was brought to the attention of the Commission by Police Chief Sheffer, who advised the bartender making the sale (who was in sole charge of the bar at the time) had had his license revoked. However, it was the request of the Police Department that the owner of the establishment be notified by letter that any similar violation of the law would result in more drastic action. Commissioner Fountain moved that Police Chief Ray Sheffer be authorized to notify the owner of the establishment, in writing, that any future sale of liquor to minors would result in drastic action. Motion seconded by Commissioner Sharp and carried by the following vote: Commissioners Elwell, Fountain, Sharp, Whipple and His Honor, Mayor Gragson, voting aye; noes, none. 2-17-60
