Each candidate will be required to submit to the Elections Board two (2) complete statements of all campaigning expenditures and contributions. These statements must be supported by receipts for all amounts; the first statement shall include expenditures/contributions incurred by 5:00 p.m. on the second day of the Primary Elections and due by 5:00 p.m. on the second day of the Primary Elections. The second statement shall include all of the campaign expenditures/contributions incurred from the close of the Primary Elections filing period to the close of the General Elections filing period and due by 5:00 p.m. of the second day of the General Elections. These statements must be submitted to the CSUN Secretary or Elections Board member. 1. If at any time during the tenure of elected officers it shall be proven that the officer submitted a false or misleading statement, it shall be deemed an impeachable offense. 2. If it is determined that a candidate submitted a false or misleading statement, that person shall be brought before the Elections Board for disciplinary action. 3. A candidate who submits his campaign spending and contribution statement after the deadline will be subject to forfeiture of any part of the entire filing fee. V. CONDUCT OF CANDIDATES A. All protests, challenges, and complaints must be submitted in written form to the CSUN Secretary or an Elections Board member within three (3) working days after the alleged infraction. B. All candidates are expected to conduct themselves in a manner which would best represent CSUN and UNLV during his/her campaign. 1. Questionable conduct by a candidate or his/her supporter will be brought before the Elections Board for further action. C. The Elections Board shall consider all complaints and take any appropriate action. D. Candidates will be held accountable for their own actions and those of their recognized supporters. CSUN ELECTIONS RULES PAGE 4 FINES 1. Failure for candidate or proxy to attend a scheduled candidate meeting will result in a ten dollar ($10.00) fine. 2. Campaigning prior to date set by Elections Board will result in disqualification. 3. Campaign material(s) placed by candidate or supporter(s) within twenty-five (25) feet of voting area(s) will result in a ten dollar ($10.00) fine. Second offense will result in disqualification. 4. Actual physical campaigning within twenty-five (25) feet of voting area(s) will be subject to fines as determined by the Elections Board. 5. Failure to submit samples of campaign materials to the Elections Board will result in a ten dollar ($10.00) fine. If samples are not submitted within three (3) days after usage, the candidate will be disqualified. 6. Campaign materials posted incorrectly, i.e., over someone else's, or in the wrong location will result in a one dollar ($1.00) fine for each violation incurred. 7. Caught tearing down posters by candidates, friends, campaign workers, supporters, or any other(s), as determined by the Elections Board will result in a minimum fine of ten dollars ($10.00) and a maximum penalty of disqualification. 8. Receipts not turned in by five o'clock p.m. (5:00 p.m.) on the second day of the primary election, and on the second day of the general election to an Elections Board member will result in forfeiture of filing fees of said election. 9. Any fines that total over the filing fee of said election will result in automatic disqualification. 10. Candidate expenditures over one hundred dollars ($100.00) for the Senate races will result in automatic disqualification. 11. Candidate expenditures over one hundred dollars ($100.00) for the Homecoming elections will result in automatic disqualification. 12. Candidate expenditures over five hundred dollars ($500.00) for the Executive elections will result in automatic disqualification. 13. Fines will be posted daily in CSUN offices and are subject to appeal as per election rules. 14. Banners that are affixed illegally on or in the Moyer Student Union or other campus structures will result in a ten dollar ($10.00) fine and enactment of Article III, Section G of the CSUN Election Rules. HE MENTIONED THAT THERE ARE STILL TICKETS LEFT FOR WEDNESDAY'S LUNCHEON. HE MENTIONED THAT THE NEW CART IS IN, BUT NEEDS A PLACE TO PUT IT. HE STATED THAT HE WOULD BE INTERVIEWING FOR CSUN LAWYOR ON FRIDAY. SENATOR GONZALES STATED THAT THE POLICY IS ALMOST DONE AND THERE WILL BE A MEETING TUESDAY AT 2:30 P.M. HE ALSO MENTIONED THAT THE SENATORS SHOULD TAKE A GOOD LOOK AT THE CAMPUS AND GET INVOLVED. SENATOR BENNETT STATED THAT TOMORROW THERE WILL BE A TREE CEREMONY IN FRONT OF THE LIBRARY. SENATOR FITZPATRICK STATED THAT IT'S TIME THAT WE GOT A LAWYER. SENATOR SPILLER STATED THAT HE WAS IMPRESSED WITH HOW THINGS ARE WORKING. SENATOR DUPALO STATED THAT HE WILL HOLD COMMENTS. HE ALSO STATED THAT HE WAS HEARING ALOT OF NEGATIVE COMMENTS ABOUT DAVID BOWIE. SENATOR SMITH MENTIONED THAT SENATOR MILLER CAN PLAY BASKETBALL. SHE ALSO STATED THAT RODERICK COLEBROOK, COREY SMITH AND HERSELF ARE NOT RUNNING IN THE ELECTIONS, BUT SHE HOPED THAT THEY WERE ASKED FOR A GOOD REASON. SHE ALSO STATED THAT THE BACK-SLASHING IN THE ELECTIONS WILL ONLY HURT YOURSELF AND NOT THE OPPONENT. SENATOR RAMSEY STATED THAT SHE WILL HOLD COMMENTS. SENATOR YNIGUES CONGRATULATED JAMAL ON OSI. SENATOR BENNEMAN STATED THAT HE HAS BEEN GETTING COMPLAINTS REGARDING THE ACCESS TO PARKING AT THE THOMAS AND MACK CENTER DO TO CONSTRUCTION. SENATOR KERSHAW STATED THAT THE PARKING ACCESS FOR THOMAS AND MACK CENTER WILL CHANGE. SHE ALSO THANKED THE SENATE FOR APPROVING THE ELECTIONS. MINUTES - SENATE MEETING 2 0-09 THURSDAY, FEBRUARY 12, 199 0 PAGE SEVEN LISA APOLOGIZED FOR BEING LATE TO THE SENATE MEETING. SHE ALSO STATED THAT THERE WILL BE A MEETING ON WEDNESDAY EVENING AT 11:30 P.M. ALLEN STATED TO TAKE CARE OF THE TREES YOURSELF. VICE PRESIDENT PRO-TEMPORE FOUNTAIN STATED THAT A TEACHERS EXCELLANT AWARD IS BEING FORMED AND WOULD LIKE EACH SENATOR TO WRITE A SHORT PARAGRAPH ABOUT A TEACKER. SHE STATED THAT ON MONDAY, THAT SHE WILL HAVE A QUESTIONAIRE IN THE SENATOR'S BOXES. VICE PRESIDENT ENGEL THANKED THE SENATORS FOR DOING A GOOD JOB. SHE ALSO THANKED SENATOR SMITH FOR HER COMMENT REGARDING THE ELECTIONS. PRESIDENT BUNIN STATED THANKS FOR APPROVAL OF THE RIO CONTRACT BUDGET AMENDMENT AND THAT HE RECEIVED THE CONTRACT FROM THE RIO YESTERDAY. HE MENTIONED THAT HE TALKED TO DENNIS AT THOMAS AND MACK CENTER REGARDING CSUN GETTING HALF OF THE PROFIT FROM THE CARNIVAL. HE THANKED THE SENATE FOR APPROVING DAVID BOWIE FOR EXPERMENT. HE MENTIONED THAT LETTERS OF APOLOGY HAVE BEEN SENT OUT REGARDING THE BASKETBALL FIGHT OF UNLV VS. UTAH. HE STATED THAT GINA, B.J. AND HIMSELF ARE RUNNING IN THE ELECTIONS. SENATE PRESIDENT POLOVINA STATED THAT SENATOR SMITH HAD A POINT WELL TAKEN ABOUT THE ELECTIONS. SHE ALSO STATED THAT CSUN IF A BUSINESS AND WHEN SENATORS COME INTO THE OFFICE THAT IT SHOULD BE RUN AS A BUSINESS AND TREAT OTHERS WITH RESPECT.
