My dear Sir: I beg to acknowledge receipt of your letter of August 7th, File C-823, referring to letter to this Company from Colonel Scrugham under date of June 30th. In reply to same, would say that on account of the many and grievous troubles of the strike, since July 1st, it has been impossible for us to take this matter under consideration and, while we fully intend to go into the contents and requests of Colonel Scrugham's letter as soon as possible to do so, it would not be possible for us at this time to thrash out our water troubles. However, I might say that at present, Clark's Las Vegas Townsite is using absolutely all of the water that is not required by railroad and shop grounds for their purposes and it means that we must find other sources for an increased supply if anything should be done towards supplying the outlying districts with water.
