SECTION IX: FUTURE W ATER SU PPLY 9 .0 1 . G rou n d w ater supply. As stated in S ection 1 .0 3 , the ground w ater supply is being overdraw n b y about 10,000 a cre feet per y e a r. T his ov erd ra ft could be greatly red u ced and existing supplies extended b y re strictin g the p resen t w asteful use of w ater. In o rd e r to cut down on w asteful u se, it was n e ce s s a ry that an o v e ra ll agency, such as the L a s V egas V alley Water D istrict, be activated. S ection 1, p a r a ­graphs 6 and 9, and S ection 9 of the leg isla tiv e act creatin g the L as V egas V a lle y W ater D istrict charges the D is tr ict with the authority and re s p o n s ib ility fo r the con servation of all w aters within the D is ­t r ic t 's b ou n d a ries. The Water D istrict, w orking with the State E n g in eer, can c a r r y out a con servation p ro g ra m in the follow in g w a y s: a. Install water m eters in the C ity of L as V egas. b . W ork tow ard the installation of water m eters in N orth L as V ega s. c . R equ ire that the "S trip " hotels con serv e w ater by using p u rified sew age fo r irrig a tion and re stric tin g w asteful p r a c tic e s . d. Make use of the sew age plant effluent at L as V egas fo r irrig a tio n . e . R e s tr ic t the d rillin g of new w ells. f. D r ill new w ells or purch ase existip g w ells fo r the Water D is tr ict in loca tion s which w ill r e c o v e r fo r pu blic use m uch of the water which is now being w asted. g. Extend s e r v ic e to existing w ell ow n ers. h. B y p rop er d rillin g and operation , r e c o v e r as m uch as p o ssib le of the 5, 000 to 8, 000 a cre feet p er year w hich is now being lo s t b y upward leakage fr o m the a rtesia n basin . It is fe lt that after the con servation p ro g ra m outlined is c a r r ie d out, the ground water supply and the p rop osed im p orted supply w ill be adequate fo r the life of the bond issu e. -5 1 -
