M . , Friday, July 13, 1951. A ll Directors were present as follows: President Campbell V ice President Butterfield Secy-Treas. Coulthard Bunch Cashman M iller , Underhill Also present were: C lark, Manager and Chief Engineer Rex Jarrett, Commissioner, C ity of Las Vegas. Reading of the minutes of the Special Meeting held on July 10, 1951 was deferred until the next meeting. President Campbell briefed the Directors on progress of the last two days, stating that a special meeting of the Colorado River Commission and other State officials in Carson C ity, N evada, had been held, at which meeting the A M E N D A T O R Y A G R EE M EN T TO THE A G R EE M EN T FOR THE DELIVERY O F WATER A N D THE C O N V E Y A N C E O F CER TA IN E A SEM EN T S had been accomplished, ready for forwarding to. M r. John Mueller. Director Cashman stated that he felt the.Lessees at Henderson would each give their ap­proval, in writing, if so asked, as to the District taking over the water facility at Hen­derson. He was authorized to gett*\jch letters. O ne of the lessees (W ECCO ) was re­ported as desiring the water price at Henderson be pegged at $50 per m illion gallons, which is the lowest recent price resulting from averaging the year's expenses. The consistent lowering of the ground water levels each year wosthen discussed by the Directors. State Engineer Shamberger was then called by long distance and requested to gather together the data on the lowering ground water resources, or confer with M r . Robinson, the water resources engineer of the U. S. Geological Survey in Carson City, Nevada, so t|tat authoritative information in the shape of a short report could be placed in the hands of the Governor in the hope that the latter would find it convenient to impress upon Senator M cCarran, at the Centennial Dinner meeting, the urgency of the Las Vegas Basin water shortage. The matter of water waste was discussed with C ity Commissioner Jarrett. It appeared that further steps would -be taken by the C ity to -bring ta court those, who refuse to re­circulate cooling water at their establishments ^ President Campbell then took up the matter of the Directors engaging a public relations representative. He had consulted with a M r. David M c C o ig , who agreed to handle such work for the_Wgter District ior_$L50iper month,-preparingreleases-for the press, e tc ., all of which would be proof-read by the delegated parties in the District's set-up. After discussion, a motion was made by V ice President Butterfield and seconded by Director Cashman, and unanimously carried,, authorizing the engagement of David M c C o ig as public relations representative, starting July 14, 1951 at a monthly fee of $150.'00.
