ADJOURNMENT ACTION STUDENT SENATE PRESIDENT ADREIL ESPINOZA SENATE SECRETARY ADAM LEWIS 4 Attachment 36.09.01 Student Wellness Stress Free Zone Funding Request to CSUN Student Government Submitted by Lynn Ansher & Yvette Kell Student Wellness Outreach Team The Student Wellness Outreach Team seeks funding from CSUN for one or more Stress-free Zone events per semester. (See budget details on page 2.) The Student Wellness Outreach Team (SWOT) is comprised of professional staff from the Jean Nidetch Women's Center, Student Counseling and Psychological Services, Student Health Center, and Campus Life Facilities and is committed to meeting the holistic wellness needs of students. To fulfill our mission, Student Wellness affirms the importance of working in partnership with the greater university community; respects individual differences and cultural diversity; and provides quality programs that address the physical, emotional, social, environmental, intellectual, spiritual, and occupational dimensions of life. We deliver the highest quality educational and training programs that enhance the academic and personal success of students and lay a foundation for a lifetime of wellness. Each semester during finals, hundreds of stressed-out students get relief and learn a variety of strategies to manage stress for academic success at the Stress-free Zone (SFZ). The goal of SFZ is to provide skills-building training and resources. Students actually get a chance to practice the techniques that enable them to relax, refocus, and manage the stress associated with finals week. Once learned, students use these strategies in all areas of their lives, throughout the year, to manage and cope with any stress that arises. In addition to learning effective and healthy ways to manage stress, students have an opportunity to acquire strategies to enhance their academic performance with respect to more effective information processing, retention, and retrieval in the classroom setting. Faculty and staff also feel the pressure of finals and have a chance to mingle with students while learning ways to effectively deal with the stress everyone experiences at the end of the semester. The ever-popular chair massage attracts hundreds of stressed-out students who are willing to wait in line for a 15-minute "piece of heaven" that leaves them refreshed, energized, and ready to hit the books. 5 Another valuable aspect of the Stress-Free Zone for students, faculty, staff, and the greater community is the visibility that Student Wellness services and Campus Life Facilities receive, in an environment that provides a more lighthearted and enjoyable experience of health and wellness promotion. SFZ brings the services to the students, many of whom are unaware of the opportunities and services provided by UNLV, where to find them, or even how. Bringing wellness services out into the campus community both educates students and staff and provides valuable information in a convenient and student-friendly atmosphere, which can feel more inviting than a typical visit to a clinic or office. Additionally, SFZ provides UNLV staff and faculty the opportunity to interact with students in a manner that extends beyond their usual clinical or professional roles and, overall, makes the idea of seeking health and wellness services less intimidating. Stress-free Zone is the most popular outreach activity offered by Student Wellness. Students can try a yoga class, practice meditation, take a relaxing guided imagery journey, experience deep muscle relaxation, get a massage, enjoy nutritious refreshments, and leave with handouts and resources that will ensure academic success. Since the initiation of the SFZ in fall of 2000, student attendance has grown significant ly. Thanks to CSUN support in Spring 2004, SFZ was expanded and enhanced to reflect student needs and, consequently, attracted several hundred students in May of last year; a 20% increase in attendance over the previous semester. Over the past three semesters, we were able to reach out to students on the North side of campus by having SFZ at the Judy Bayley Theatre, but the spring semester SFZ at MSU still remains the most popular and highly attended event (spring 2005 attendance was 250 students). The SFZ is quickly becoming a tradition at UNLV during Study Week; students who provide comments on the evaluation form frequently note that they attend every SFZ or share with staff that they look forward to it each semester. Given that the visibility of this event has grown over the years since its inception, CSUN's co-sponsorship would provide another avenue of exposure to the student population. Feedback about the quality of the event and its activities is overwhelmingly positive, and this also would enhance students' awareness that their governing body is providing them with enjoyable events, and is invested in offering the student population healthy lifestyle choices. In response to consistent requests over the past several semesters, SWOT was finally able to extend the duration of SFZ to 5.5 hours from the prior four-hour event. It is only with the assistance and support of CSUN that we can be intent on meeting our students' needs and continuing to offer a longer SFZ and free massages. We, the Consolidated Students of the University of Nevada, represented in the CSUN Senate, do enact as follows: Senate Bylaw 39 CSUN Leadership Scholarship (Effective: March 31, 1988; Revised March 26, 2001; October 29, 2003) I. At the time of formulating each CSUN fiscal budget, one and a half percent (1.5%) of the total CSUN budget received from student fees shall be transferred to the UNLV Student Financial Services Department under the name of the CSUN Leadership Scholarships. II. The monies therein shall be awarded to students displaying leadership abilities and potential, as determined by the CSUN Scholarship Committee (See bylaw 69 CSUN Scholarship Committee). A. The Committee's first meeting for this scholarship shall be in September [March] of each year. The Committee's final decisions must be reached by April 15 [May 1 ] of each year; B. The Committee, through the assistance of the UNLV Student Financial Services Department, shall request, receive, and review all application for scholarships; C. The Committee shall establish denominations of awards, the number of scholarships to be awarded, and determine scholarship winners; D. Scholarships will be distributed in two (2) parts, one half (1/2) in the Fall and one half (1/2) in the Spring; E. All scholarship recipients must complete twelve (12) credits per semester while on scholarship, and maintain [with] a cumulative grade point average (G.P.A.) of 2.5 [grade point average (G.P.A.)] or higher; F. The UNLV Student Financial Services Department will distribute all CSUN Scholarships in accordance with Nevada System of Higher Education [University of Nevada System] and UNLV guidelines; 8 G. Any funds not awarded will be distributed evenly among approved award recipients. III. The Leadership Scholarship shall be awarded on following basis: A. One percent (1%) of the fiscal budget shall be awarded to continuing UNLV students. 1. These awards shall be granted strictly on the following basis (most important to least important): 1. Leadership position(s) and abilities displayed while at UNLV; 2. Cumulative UNLV G.P.A. [grade point average (G.P.A.)]; 3. Financial need. 2. CSUN officials currently receiving a stipend and/or fee waiver are not eligible to compete for these scholarships, provided that they do not apply for a stipend position the following year; 3. If after receiving a scholarship, a recipient receives a fee waiver and/or stipend from CSUN prior to the begging of an academic semester, he/she forfeits the remainder of the scholarship; 4. Any forfeited monies shall be returned to the Student Financial Services for distribution the following academic year. Senate Bill No. 22 Attachment 36.09.02 Of the 36th Session Introduced by: President Goatz on behalf of Vice President Pro Tempore Ferrel Summary: This cleans up some of the old language used for the system as well as accounts for the proposed dates that the scholarship should be awarded to have it done in a more timely fashion. We, the Consolidated Students of the University of Nevada, represented in the CSUN Senate, do enact as follows: Senate Bylaw 45 The Student Government Pre-Professional Scholarship (Effective: September 27, 1990; Revised: October 22, 2003) I. At the time of formulation of each CSUN fiscal budget, $10,000 from the total CSUN budget shall be transferred to the UNLV Student Financial Services Department under the name of The Student Government Pre-Professional Scholarship. The funds therein shall be awarded to students who are achieving degrees in pre-professional or occupational studies, displaying leadership abilities and potential and who are in financial need, as determined by the CSUN Scholarship Committee (See Bylaw 69 CSUN Scholarship Committee). A. [The Committee shall be formed during each Spring semester.] The Committee's first meeting shall be in September [March] of each year. The Committee's final decision must be reached by April 15 [May] each year; B. The Committee through the assistance of the UNLV Student Financial Service Department shall request, receive and review all applications for scholarships; C. The Committee shall establish the number of scholarships to be awarded and determine the scholarship winners; D. Scholarships will be distributed in two(2) parts, half (1/2) in the Fall and half (1/2) in the Spring; E. Any un-awarded funds will be distributed evenly among approved award recipients; II. 10 F. If after receiving a scholarship, a recipient received a fee waiver and/or stipend from CSUN prior to the begging of an academic semester, he/she forfeits the remainder of the scholarship; E. Any forfeited monies shall be returned toe the Student Financial Services for distribution the following academic year. 11 Senate Bill No. 22 Attachment 36.09.02 Of the 36th Session Introduced by: President Goatz on behalf of Vice President Pro Tempore Ferrel Summary: This cleans up some of the old language used for the system as well as accounts for the proposed dates that the scholarship should be awarded to have it done in a more timely fashion. We, the Consolidated Students of the University of Nevada, represented in the CSUN Senate, do enact as follows: Senate Bylaw 62 CSUN Student Teaching Scholarship (Effective: December 15, 1997; Revised: October 5, 1998; October 29, 2003) I. At the time of formulating each CSUN fiscal budget, $7,500.00 from the total CSUN budget received from student fees shall be transferred to the UNLV Student Financial Services Department under the name of the CSUN Student Teaching Scholarships. II. The funds therein shall be awarded to students who will be enrolled in student teaching during the semester/session that they are on scholarship, as determined by the CSUN Scholarship Committee (See Bylaw 69 CSUN Scholarship Committee). A. The committee's first meeting will be in September of each year and the committee's final decisions must be reached by April 15th for Fall and Summer awards, and December 1 for Spring awards [The committee shall be formed during the Spring and Falls semester, with the Fall meeting determining Spring awards, and the Spring meetings determining Summer and Fall awards. B. The committee's final decisions must be reached by May 1 for Fall and Summer awards, and December 1 for Spring awards]; B. The committee, through the assistance of the UNLV Financial Services Department, shall request, receive and renew all applications for scholarship; C. The committee shall determine scholarship winners; D. Thirty (30) scholarships of $250.00 each will be distributed in three (3) parts, ten (10) will be awarded for the Fall semester, ten (10) will be awarded for the Spring semester, and ten (10) will be awarded for the summer session; 12 E. Any un-awarded funds will be distributed evenly among approved award recipients; F. All scholarship recipients must complete student teaching while on scholarship; G. The UNLV Student Financial Services Department will distribute all CSUN Scholarships in accordance with Nevada System of Higher Education [the University of Nevada System] and UNLV guidelines. III. The student teaching scholarships shall be awarded of the following basis: A. All thirty scholarships shall be awarded to continuing UNLV students who will be student teaching in Nevada; B. These awards shall be granted strictly on the following basis (most important to least important); 1. Enrollment in student teaching for the semester while on scholarship; 2. Cumulative UNLV grade point average (G.P.A.) of 3.0 or higher; 3. Campus activity and involvement at UNLV. C. CSUN officials currently receiving a stipend and/or fee waiver are eligible to compete for these scholarships, provided that they do not apply for a stipend position for the following year; D. If after receiving a scholarship, a recipient receives a fee waiver and/or stipend from CSUN Prior to the beginning of an academic semester, he/she forfeits the remainder of the scholarship; E. Any forfeited monies shall be retimed to Student Financial Services for distribution in the following academic year. 13 Senate Bill No. 22 Attachment 36.09.02 Of the 36th Session Introduced by: President Goatz Summary: As tuition and fees rise, students are increasingly in need of financial aid. It is the duty of CSUN to provide additional support in this area when funding allows. Until this date, only nine of the ten colleges have been represented. This corrects for that oversight by the Senate as well as changes UNS to NSHE. We, the Consolidated Students of the University of Nevada, represented in the CSUN Senate, do enact as follows: SENATE BYLAW 65 CSUN SCHOLARSHIP (Effective: October 12,1998; Revised: August 23,1999; October 29, 2003) I. At the time of formulating each CSUN fiscal budget, $70,000.00 [$65,000.00] from the total CSUN budget received from student fees shall be transferred to each college in the following manner: a. 50% ($35,000.00) [($32,500)] to be divided evenly amongst the three colleges that received the lowest percentage of the previous fall's undergraduate FTE [monetary allotments]; b. 15% ($10,500.00) [($9,750)] to be divided evenly amongst the four colleges that received the highest percentage of the previous fall's undergraduate monetary allotments; c. 35% ($24,500.00) [($22,750)] to be divided evenly amongst the remaining four [three] colleges. II. The funds therein shall be awarded by the scholarship committee already in existence within each college. a. The committee shall determine scholarship winners; b. Each committee shall divide its allocated funds evenly among its respective undergraduate majors/programs; c. Each scholarship will be distributed in one part for the fall semester; d. Any un-awarded funds -will be distributed evenly among approved award recipients; 14 F. The UNLV Student Financial Services Department will distribute all CSUN Scholarships in accordance with Nevada System of Higher Education [the University of Nevada System] and UNLV guidelines. III. The CSUN Scholarship will be awarded on the following basis: a. All scholarships shall be undergraduate UNLV students. b. These awards shall be granted strictly on the following basis (most important to least important); 1. Applicants must be of at least sophomore status. 2. 2.75 semester G.P.A. and 3.0 cumulative G.P.A. 3. Completion of twelve credits for the fall semester. IV. CSUN officials currently receiving a stipend and/or fee waiver are eligible to compete for these scholarships, provided that they do not apply for a stipend position for the following year. V. If after receiving a scholarship, a recipient receives a fee waiver and/or stipend from CSUN Prior to the beginning of an academic semester, he/she forfeits the remainder of the scholarship. VI. Students who are dual majors or dual baccalaureates are able to apply in both colleges and/or departments for the scholarship, but if awarded more than one award, can only accept one award. VII. Any forfeited awards shall be returned to Student Financial Services for distribution in the following academic semester of session. VIII. The proposed changes become effective for the first time with the formulation of the fiscal year 2007 budget. 15 Senate Bill No. 28 Of the 36th Session ( Attachment 36.09.08 Introduced by: President Goatz on behalf of Vice President Pro Tempore Ferrel Summary: This cleans up some of the old language used for the system as well as change dates on when the committee should be formed. It also corrects the composition of the committee to comply with the Judicial Council decision. We, the Consolidated Students of the University of Nevada, represented in the CSUN Senate, do enact as follows: Senate Bylaw 69 CSUN Scholarship Committee (Effective: February 26, 2001; Revised: September 16, 2002; October 29, 2003; February 2, 2004; June 14, 2004) I. Purpose A. To establish a standing committee to handle all CSUTSf scholarships. II. Structure: A. The CSUN Scholarship Committee shall consist of seven (7) undergraduate students, two (3) of which must be senators one of which must be from the college of education [senators which will be nominated and approved through the senate]; B. The committee shall be chosen by the Vice President Pro-Tempore and approved by the senate [In addition to the four (4) to seven (7) senators, the chair of the committee must be a Senator nominated and approved by the Senate]; C. In addition to the seven (7) undergraduate students, there must be at least two (2) UNLV faculty staff members [The Chair shall be the Student Body Vice President Pro Tempore]; D. The chair shall be the Vice President Pro Tempore [A Vice-Chair shall be nominated from the committee's composition and approved by the committee]; E. A Vice-Chair shall be nominated from the committee's composition and approved by the committee. 16 III. Duties, Powers, and Responsibilities A. The Chair 1. Shall preside over all of the official meetings; 2. Shall maintain all agendas and minutes, and be responsible for attendance records; 3. Shall assign excused/unexcused absences to members of the committee; 4. Shall vote only to break a tie; 5. Shall undertake all charges deemed appropriate by the full committee; 6. Shall have the power to remove members with three or more absences; 7. In the case of a vacancy the chair may put forth a nominee; 8. When scholarships have been distributed, the winners of the scholarships must be announced at the next Senate meeting. B. The Vice-Chair 1. Shall assume the roll of the Chair in the temporary absence of the Chair, and will assume all responsibilities of the position therein; 2. In the case of a permanent absence of the Chair, the Vice-Chair shall act as the chair until the Senate has approved a new Chair; 3. Shall retain full voting privileges as a member; 4. The Vice-Chair shall take the minutes of the meeting. C. The Committee 1. The committee shall assume the responsibilities of the committees in Bylaws 39 (CSUN Leadership Scholarship), 45 (Pre- Professional Scholarship), 65 (CSUN Scholarship), and 62 (CSUN Student Teaching Scholarship), 73 (Tom Weisner Scholarship), 74 (Head Start Scholarship), and any other scholarships for which CSUN allocates money and determines recipients; 17 2. The committee shall design and distribute scholarship applications no later than later than the fourth week in August and the 3rd week in January [in a timely manner]; 3. The committee shall collect and review the scholarship applications and determine the recipients no later than 10 days after deadline; 4. The committee shall send all applicants either a letter of congratulations or regret by US Mail within one week of deciding the recipients; 5. All deadlines and other duties, powers, or responsibilities outlined in the above bylaws must be followed; 6. The committee shall hold its first meeting no later than the 3rd week in November [July]; 7. The committee shall have at least one meeting every month unless otherwise specified in the above referenced bylaws. 18 Senate Bill No. 28 Of the 36th Session ( Attachment 36.09.08 Introduced by: President Goatz on behalf of Vice President Pro Tempore Ferrel Summary: This cleans up some of the old language used for the system as well as accounts for the proposed dates that the scholarship should be awarded to have it done in a more timely fashion. We, the Consolidated Students of the University of Nevada, represented in the CSUN Senate, do enact as follows: SENATE BYLAW 73 Tom Weisner Scholarship for Academic Excellence (Effective September 16, 2002: Revised October 29, 2003j I. At the time of formulating each CSUN fiscal budget, $10,000 from total CSUN budget received from student fees shall be transferred to the UNLV Student Financial Services Department under the name of the CSUN Tom Weisner Academic Scholarship. II. The funds therein shall be awarded to students displaying academic abilities and potential, as determined by the CSUN Scholarship Committee (See Bylaw 69 CSUN Scholarship Committee). A. The committee's first meeting for the scholarship shall be in September [November] of each year. The committee's final decisions must be reached by April 15 of each year; B. The committee, through the assistance of the UNLV foundation and UNLV Student Financial Services Department, shall request, receive, and review all applications for scholarships; C. The [CSUN Scholarship] Committee [(see Bylaw 69)] shall establish denominations of awards, the number of scholarships to be awarded, and determine scholarship winners; D. Scholarships will be distributed in two (2) parts, one half (1/2) in the fall and one half (1/2) in the spring; E. All scholarship recipients must complete twelve (12) credits per semester while on scholarship and with a cumulative 3.2 grade point average; 19 F. The UNLV Student Financial Services Department will distribute all CSUN Scholarships in accordance with Nevada System of Higher Education [the University of Nevada System] and UNLV guidelines. G. Any un-awarded funds will be distributed evenly among approved award recipients. III. The Tom Weisner Academic Scholarship shall be awarded on the following basis: $10,000 each fiscal budget on these factors most to least important. A. Grade Point Average; B. Community University Involvement Campus Involvement; C. Financial Need. D. CSUN officials currently receiving a stipend and/or fee waiver are eligible to compete for these scholarships, provided that they do not apply for a. stipend position for the following!: year; E.
