Mr. F. H. Knickerbocker: A fter considering your l e t t e r o f February 3 with copy of Mr. Bracken’ s l e t t e r of February 2 r e la tiv e to the above, I think i t would be w ell a t th is time to have a meeting at an early date of the rep resen tativ es of the departments concerned, to r e ad ju st the schedule o f ra te s h ereto fo re te n ta tiv e ly prepared, so as to insure an income of a t le a s t &% on the investm ent. The consid e ra tio n of this m atter has been d eferred owing to the illn e s s of Mr. Jackson who had the d e ta ils in hand, but I understand th a t the Chief Engineer’ s o ffic e has a l l the inform ation we req u ire . I have had the m atter up with Leo, and he advises th at February 2 0 .would be a convenient time fo r him to attend a meeting h ere. I would th erefo re suggest th at a meeting be held in my o f fic e on February 20 at 9 :3 0 A.M., when a l l persons in te re ste d and having knowledge of the d e ta il th ereo f be present with such data as they may have a v a ila b le , and go over the m atter and agree on the schedule of ra te s necessary to produce the required income. I am m ailing copies of th is l e t t e r to Mr. Bracken, Leo, and the Chief Engineer’ s o f f i c e , and, i f there is no advice to the con trary , w ill assume that' the meeting w ill be held a t the time above sta te d . There is a serious question in my mind as to whether our schedule should be submitted at th is time and made e ffe c tiv e A pril 1 s t , or submitted say 50 days..l a te g , sm as the e ffe c tiv e date and the hearing would be a t a time ^ien the weather condl tio n s would impress upon the minds of a l l in te re s te d , including the Comm ission , the value of water in th at to rrid X L o ca lity , Mr. R.
