A j P , V 80 gallons per capita would fee equal to afeout 5 miners inches and 11 suppose the Ice Plant does not use in excess of that amount. - We are°^dvised here in anyway that any le g a l appropriation has ever fee ©a made o f any portion o f the waters o f this stream fey any person, and they seem to fee doing their business so far as this water is concerned on the hypothesis o f the Riparian rights to have the water flowing through th eir land unpoluted and undiminished in quantity, and that as they own the entire land on which this water reaches the surface and over which it flows, a distance o f four or fiv e m iles, gives them f u ll and absolute ownership and control o f the water. We have many arid acres here of very rich land, and this water seems going to waste when it could fee applied to some b en e ficial use. Shis act of application for appropriation fey Mr, Buol is of very grave importance to the people liv in g in this v ic in ity and owning lands which we think are entitled to the benefit o f public water and which we wish to appropriate whefre i t is unappropriated. There is no desire to take from these people any water which they have use fo r, even though they hate made no le g a l application, and we wish that you would give this matter very carefu l and thoughtful consideration so that a conclusion may fee arrived at which w i ll be «Ls as nearly right $s possible for us to reach. I hope I w i l l receive this notice o f publication fey return mail. I have been expecting to see you during this month which is almost closed and hope that you can make it convenient to come here and look this situation over carefully before passing on this application and others that will likely fee made. Will you kindly send me a few applications for use here, and oblige lours very tru ly , M» 3. Beal.
