In my opinion, under Sec. 6 of Ordinance No'j 20,938, of the City of Loo Angeles, f i x ­ing rates for wharfage and dockage at the port of San Pedro, 1 there is no escape from our charging rates fixed by the ordi­nance . In other words, it would be unlawful to charge le ss or more than the rates specified therein. These rates in my judg­ment would apply to the Catalina boats. In this connection I wish to state that I have had conference with the attorneys for the Southern P acific and the Pannings, and they agree with my construction o f the ordinance. Today I had an interview ?p.th the Secretary of the Harbor Commission, and he states that the provision making it unlawful to charge less than the rates fixed in the ordinance was interpreted by the City Attorney, without consultation with the Commission, that it would meet | with their approval to f i x merely a maximum charge and to dd away with the minimum .
