Reinhardt « Los Angeles Further in connection with my letter of April 2?th relative to restrictions on the use of water during the coming Summer season. As stated in my letter I am sending herewith one copy of Proclamation issued by Mayor ?ro-Tem Reed Whipple, which is dated April 21* 195^. X as also sending you herewith copy of newspaper clipping from the La® Vegas Bun dated April 29* which comments on the Proclamation but doe® not print the Proclamation a® Issued. This Proclamation, as issued by Mayor Whipple, seems to me to be rather mild and whan Mr. Rounthw&ite, City Manager, called to deliver a copy of the Proclamation I suggested that, in order to emph&slee the waste of the water situation that Mr. Rounthw&ite give some publicity to the City ordnance which prohibits wasting water as indicated in the last paragraph of the clipping.
