The cost thereof, Including labor, and aaterlal, shall be a lien on the land on vhieh eald veil la looated and aleo any other land owned by him to vhieh the vater from eald veil le appurtenant; In connection vlth this particular etatute, I night etate that at the tine of the hearing in connection vlth the application of the owners of the H.r.M.ft M. tract for vater eervloe, it developed there vere eone fifteen enall shallow wells in the tract. The State Engineer, vho is a nenber of the Public Service Commission also, advised us that as soon as ve had the pipe lines laid in this traot he would take the neceseary steps to dose down those veils. With respect to the removal of the prohibition of the use of meters. Ve have endeavored to have this lav repealed at many past sessions of ths Legislature vlthout success. The people of Sparks and Reno have always opposed the repeal of this law and vs havs never been able to overcome that opposition. Hovevsr, I personally feel that with the situation now existing in Las Vegas ve may have better luok at the oomlng session of the Legislature, and ve will at leaet make another effort to have the lav repealed or modified eo that the Publlo Service Commission may, if in its opinion vater is being vaeted, permit the use of meters in such parts of the state where it is necessary to oonserve vater. You will reeall that last fall the Comal salon instltutsd a general investigation of ths activities of ths L.V.L.& W., and I snoloae herewith
