    Motion seconded by Commissioner Moore and carried by the following vote: Commissioners Bunker, Moore, Peccole, Whipple and His Honor voting aye; noes, none. MINUTES Commissioner Moore moved the Minutes of May 19, 22, and 31, 1950 be approved by reference and the Mayor and City Clerk authorized to sign same. Motion seconded by Commissioner Peccole and carried by the following vote: Commissioners Bunker, Moore, Peccole, Whipple and His Honor voting aye; noes, none. WESTLEIGH TRACT Mayor Cragin read the recommendation of the Regional Planning Commission Tentative Map concerning the approval of the tentative map of Westleigh Tract. Mr. Louis Weiner, Jr. appeared before the Board to protest the recent changing of zone for this Westleigh Tract. Mr. Weiner stated that his clients object on the grounds that the Commission is adopting plats and approving re-zoning have abused the discretion of ordinances adopted by the City. Further, the procedure set forth and adopted by ordinance has not been followed by the Planning Commission and City Commission. Mr. Weiner also said that for the City Commission to adopty proposed tentative plans would be to deprive the land owners of adjoining and adjacent property of proper use of their land as set forth by the Land Use Ordinance at the time same was adopted. Thereafter, Commissioner Peccole moved the recommendation of the Regional Planning Commission be accepted and also the improvements as specified and agreed to be the Subdivider plus the installation of fire hydrants to be spotted by the Fire Department, and paid for by the Subdivider. Motion seconded by Commissioner Bunker and carried by the following vote: Commissioners Bunker, Moore, Peccole and Whipple voting aye; noes, none. Mayor Cragin passed his vote; Commissioner Moore moved Service & Material Warrants Nos. 1954 to 1957 inclusive in the total sum of $20,446.33 be approved and the Mayor and City Clerk authorized to sign same. Motion seconded by Commissioner Peccole, and carried by the following vote: Commissioners Bunker, Moore, Peccole, Whipple and His Honor voting aye; noes, none. PROPOSED ORDINANCE An ordinance entitled: An ordinance regulating the erection, construction, BUILDING enlargement, alteration, repair,moving, removal, conversion, demolition, occupancy, equipment, use, height, area and maintenance of building or structures in the City of Las Vegas, Nevada; providing for the issuance of permits and collection of fees therefor; declaring and establishing fire districts; providing penalties for the violation thereof, and repealing ordinances numbers 130, 166,188, 284 , 303, and all ordinances and parts of ordinances in conflict therewith; was ready by title and referred to Commissioners Moore and Whipple for recommendation. PROPOSED ORDINANCE An ordinance entitled: AN ORDINANCE PROVIDING FOR THE PROTECTION OF THE PUBLIC PLUMBING HEALTH AND SAFETY AND THE EXAMINATION, REGISTRATION AND LICENSING OF PERSONS ENGAGED IN THE BUSINESS OF PLUMBING OR LABORING AT THE TRADE OF PLUMBING; REQUIRING A PERMIT FOR THE INSTALLATION OR ALTERATION OF PLUMBING, GAS AND DRAINAGE SYSTEMS; CREATING THE OFFICE OF PLUMBING INSPECTOR AND A BOARD OF PLUMBING EXAMINERS AND PRESCRIBING THEIR DUTIES; DEFINING CERTAIN TERMS; ESTABLISHING MINIMUM REGULATIONS FOR THE INSTALLATION, ALTERATION OR REPAIR OF PLUMBING, GAS AND DRAINAGE SYSTEMS AND THE INSPECTION THEREOF; PROVIDING PENALTIES FOR ITS VIOLATION AND REPEALING ORDINANCES 292, 307 and 317 AND ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT THEREWITH; was read by title and referred to Commissioners Bunker and Peccole for recommendation. PURCHASE OF BUILDING Commissioner Moore moved the City Manager be authorized to bid on the CAA Weather Bureau buildings offered by the CAA Weather Bureau. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioner Bunker, Moore, Peccole, Whipple and His Honor voting aye; noes, none. AWARD OF BIDS Commissioner Moore moved the bids heretofore received on May 31, 1950 be Assessment Districts awarded to the low bidders on the following Assessment District Improvements Nos. 100-3, 200-1, providing the Contractors will agree to wait until funds are available. 200-2 & 200-3 #100-3 - Street Improvements - Sparling-Fowler - Murphy - $14,672.25 #200-1 - Nevada Construction - $32,620.47 #200-2 - Wells Cargo - $23,963.52 #200-3 - Nevada Construction - $45,685.94 Motion seconded by Commissioner Bunker and carried by the following vote: Commissioners Bunker, Moore, Peccole, Whipple and His Honor voting aye; noes, none. OPENING OF BID This being the time heretofore set for the opening of the Electrolier bid #100-3 on Assessment District #100-3, bids were received from the following firms: Ousley Electric Co. $7,151.95 Commissioner Moore moved this bid be referred to the City Manager for recom­mendation. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Bunker, Moore, Peccole, Whipple and His Honor voting aye; noes, none.
